Face à la suppression programmée des quotas laitiers en 2015, la filière laitière française traverse actuellement une période charnière de son histoire où se mêlent doutes et espoirs. La baisse rapide du nombre d’exploitations laitières (au rythme de 5 %par an sur la précédente décennie), la volatilité accrue des prix, les implications environnementales négatives de l’intensification, la concurrence croissante de certains pays limitrophes (dont l’Allemagne) font douter les acteurs de la filière laitière française quant aux stratégies à déployer pour préparer efficacement l’avenir. Le secteur laitier français dispose néanmoins de nombreux atouts pour rebondir : une consommation élevée de produits laitiers par habitant et par an soutenue par une exceptionnelle variété de produits transformés ; une grande diversité de modèles techniques issue d’une adaptation historique des exploitations aux conditions du milieu naturel (relief, climat, potentiel agronomique) ; un potentiel de développement de la production du fait de la faible densité de population dans de nombreuses zones d’élevage, de l’abondance des surfaces fourragères et des substitutions envisageables entre productions ; une amélioration des connaissances scientifiques et des savoir-faire technologiques dans les entreprises ; la présence de firmes leaders à l’international et une volonté des pouvoirs publics d’encourager la construction de nouvelles relations contractuelles entre producteurs et industriels, de manière à gérer l’offre en l’absence de quotas laitiers. A la veille de la suppression des quotas laitiers, l’ambition de cet article est, d’une part, de proposer une analyse de la situation économique actuelle de la filière laitière française (forces, faiblesses, diversité de modèles) et, d’autre part, de s’interroger sur les conditions de la mise en oeuvre du système de contractualisation.
Les quotas laitiers, instaurés en 1984, seront supprimés à horizon de 2015. A partir d’un modèle de type bioéconomique, cet article discute des principales implications productives et économiques de cette évolution importante de la Politique Agricole Commune (PAC). L’hypothèse est faite que, concomitamment à l’abandon des quotas laitiers, un système de contractualisation de type «double volume avec des prix différenciés» sera mis en œuvre entre les producteurs et les industriels. Le modèle utilisé a pour objectif de maximiser le revenu de l’exploitation tout en tenant compte d'un ensemble de contraintes, qu’elles soient zootechniques, agronomiques, environnementales, structurelles et réglementaires. Ce modèle, qui permet d’intégrer le risque lié à la volatilité des prix, est appliqué à quatre types d'exploitations reflétant une partie de la diversité des systèmes de production localisés dans l’Ouest de la France. D’après les résultats issus de cette modélisation, il apparaît que de nombreuses exploitations laitières de l’Ouest disposent, moyennant une modification de leurs stratégies productives (intensification, spécialisation), d’un potentiel assez important d’augmentation de la production laitière, à structures constantes. La quantité de lait supplémentaire susceptible d’être produite dans cette région dépendra de l’évolution de la demande de produits laitiers, de la compétitivité des industries laitières et des normes environnementales. Pour une exploitation donnée, ces quantités supplémentaires sont également conditionnées au prix de vente du lait produit dans les deux volumes contractualisés et aux prix relatifs entre les produits agricoles (lait, viande bovine et céréales).
In this paper, we discuss the cross-effects on the productive strategy of French dairy farms due to the decoupling and to price variation. A model based on mathematical programming has been developed to determine how dairy farmers might re-evaluate their systems to identify an optimal production plan. The model is applied to four types of dairy farms in order to analyze the impact of the reform depending on farm's activities. The simulations point out how the implementation of the decoupling encourages farmers to increase the share of grassland. However, the increase in cereal prices is a strong incentive to intensify forage production to free up land for crop production. Finally, after four years of decoupling, this study helps to put into perspective the theoretical effects of decoupling and the actual choices made by farmers. This article identifies six factors which could explain these differences: the longterm production requirements, the eligibility criteria for the direct payment, the sociology/psychology of the farmer, the anticipation of a new reform, the trade organization and the value of property assets.
