This study aims to examine the influence of system quality, information quality, and service quality of the lecturer at Malang State University. This study will also investigate the effect on user satisfaction and its impact on net benefits for users of UM Information System Expenses. This study applies a modification of the information system success model from DeLone & McLean. The model is analyzed by modeling the Structural Equation Modeling (SEM) based on components or variants (component based) that are popular with Partial Least Square (PLS) using SmartPLS version 3.2.8. The results of this study are expected to be adopted as input and consideration in developing, improving, and improving the performance of the UM BKD information system. The research design used in this study is quantitative research. Respondents in this study were 93 UM PNS lecturers who were actively teaching. The questionnaire was online distributed by accessing the page provided. The results showed that there was a positive but not significant effect between system quality, information quality, and service quality on the use of the BKD system. However, there is a positive and significant influence between system quality, information quality, and service quality on the BKD system user satisfaction, between the uses of the BKD system on net benefits, and between the satisfaction of the BKD system users on net benefits. The implementation of BKD UM information system can be declared successful because there is a positive correlation between variables.
The purpose of this study is to describe and analyze the objective conditions of academic administrative services, service quality based on service quality indicators, and supporting and inhibiting factors in the academic administration service process at the Faculty of Administrative Sciences, Universitas Brawijaya. The results of this study indicate that the service is in accordance with the Standard Operating Procedure (SOP), standardized, to improve the quality of service, it will conduct training of civil service operators and excellent service training. Based on service quality indicators, it shows that the results are sufficient to provide quality service results. The researcher concludes the policy, and physical and non physical resources support each other to achieve the quality of academic administrative services. Researchers suggest that all forms of academic administrative services are carried out on line and there are Standard Operating Procedures.
This paper discusses the analysis of local government financial capacity for equitable development in its territory. Autonomy requires local governments to improve their abilities in various matters, such as organizational, financial, and political. Financial capacity is the key to achieving local government performance. Limited financial capacity results in an imbalance in the distribution of development. Budget allocations meet complicated conditions to maintain equitable development in all territories. The local government within the Indonesian archipelago faces great challenges to minimize regional disparities. "Success to the successful" (Kim & Anderson, 1998) is an archetype that illustrates this reality. Local government budgets behave in trade-offs, between the mainland and the islands area negating each other in their allocations. Affirmations in one area result in weaker allocations in other areas. The dilemma is that local governments are committed to eliminating regional disparities but are not supported by adequate financial capacity. Low financial capacity causes a monopolistic pattern. If an entity leads, then the entity will be easier to continue to lead and improve its performance, while other entities remain underdeveloped.
Collaborative governance is acknowledged to provide problem-solving alternatives that are superior to those generated solely by government organizations. It involves various related stakeholders, especially those related to tourism. The integrative processes provide a direct face-to-face alternative by assimilating various items of information, thus resulting in comprehensive and compromised strategic planning. This study aims to understand success stories in collaborative tourism governance and the lessons resulting from obstacles encountered in various contexts, including local, regional, and national. It employs a systematic literature review of 29 related articles published during 2010 to 2021, drawn from various sources, and conducts a bibliometric study to map research trends. The findings indicate that compared with a national context, local and regional contexts tend to have more complex and comprehensive results as more stakeholders are involved in the action scheme. The findings in the national context indicate that only two of the related articles examined in this study explain collaborative tourism governance. Furthermore, comprehensive results are elaborated within those two papers.
Nowadays, the policy of national higher education has an influence on higher education in the Indonesian Navy in patterns and structures, types of education, educational outcomes or graduates of each educational strata. The human resources of the Navy were built by an using expert system with the field of each assignment being scholar soldier, with the development domain is Cognitive, Affective and Psychomotor Domains Granding. The equalization of graduates between academic and vocational education influences on the quantity and quality of standardized military lecturers as educators in the Navy education system which is harmonized with the prevailing national policy. Based on the existing gap due to the implementation of lecturer policy, the efforts that have been done, the purposes of this study are : 1) Describe and analyze the implementation of teacher and lecturer policy on Higher Education Vocation of the Indonesian Navy service vocation; 2) Finds the implementation model of policy of teacher and lecturer in higher education of vocation of the Indonesian Navy. In this research, the paper used Merilee S. Grindle model approach. It model uses to describe the implementation of policy of teachers and lecturers in higher education vocational service of the Indonesian Navy. The result of the policy implementation on vocation system of teacher and lecturer in higher education system of the Indonesian Navy has not given any significant result change, because there are still many obstacles in the process. The model of policy implementation of teacher and lecturer in higher education vocation of the Indonesian Navy officially started by synchronizing policy between the Higher Education Institution and the Indonesian Navy then it is passed down to specific socialization program to support of lecturer policy objectives.
