2008 Küresel krizinden sonra dünya genelinde merkez bankaları yeni para politikası araçlarına yönelim göstermeye başlamıştır. Bu bağlamda kısa vadeli faiz oranları para politikasını yönlendiren en önemli araçlardan biri haline gelmiştir. Merkez bankalarının temel hedeflerine ulaşmak için kullanmış olduğu kısa vadeli faiz oranlarına politika faizi denilmektedir. Politika faizi enflasyondan arındırıldığında ise reel politika faizi kavramına ulaşılmaktadır. Son yıllarda Türkiye ekonomisinde reel politika faizi negatif değer almaktadır. Bir diğer ifadeyle negatif faiz politikası uygulanmaktadır. Bu çerçevede çalışmanın amacı, Ocak 2014 - Haziran 2022 dönemleri arası aylık verileri kullanarak Türkiye’de reel politika faizinin ve negatif faiz politikasının enflasyon ve istihdama olan etkisini Engle-Granger eşbütünleşme ve Granger nedensellik analiz yöntemi ile incelemektir. Elde edilen bulgular sonucunda uzun dönemde tüketici fiyat endeksi (TÜFE) ile reel politika faizi ve negatif faiz arasında bir ilişki bulunurken, istihdam ile reel politika faizi ve negatif faiz arasında herhangi bir ilişki bulunamamıştır. Kısa dönem hata düzeltme sonuçlarına göre reel politika faizinin TÜFE üzerinde istatistiksel olarak anlamlı bir etkisi bulunamazken, negatif faizin TÜFE üzerinde anlamlı bir etkisi olduğu sonucuna ulaşılmıştır. Granger nedensellik sonuçlarına bakıldığında ise negatif faizin ve reel politika faizinin TÜFE’nin nedeni oldukları bulunmuştur.
The housing market draws attention as an important investment tool apart from meeting the need for housing. The Covid-19 pandemic, which has deeply shaken the world economy, has affected the housing market as well as many sectors. In this context, the aim of the study is to examine the impact of macroeconomic factors on the housing market during the Covid-19 pandemic period in Turkey. In the study, the total housing sales as an indicator of the housing market are discussed. CPI, real effective exchange rate, bond interest, housing loan interest, BIST100, gold prices and employment rate variables were used as macroeconomic factors affecting the housing market. ADF and PP unit root tests were performed for the stationarity degrees of the variables. Then, the short and long term effects between the variables were examined with the ARDL Boundary Test method. According to the findings, while the CPI, housing loan interest and gold prices affect the total housing sales negatively during the Covid-19 pandemic period; the bond interest, BIST100 and employment rate affect positively. It was concluded that the real effective exchange rate did not have a significant effect.
