Process management techniques in distributed systems have been studied for decades. The general trend of the techniques rests upon a "Help Me" procedure wherein a processor which needs to migrate a process to a remote machine does so by locating a lesser loaded processor and transmitting the new process to it. In this paper we propose a new model that relies on the "I Can Help You" (ICHU) methodology of processor allocation. We take a look at the issues involved in deciding upon a suitable processor for transmission of a process in a heterogeneous network. A hypothetical scenario for the implementation of the theory and an algorithmic analysis are provided. Collective management as illustrated here provides a simpler, and more flexible approach to the problem rather than a single-handed approach.
