Este estudo analisa as avaliações em larga escala e suas formas de legitimar a dominação de poder neoliberal. Articula os estudos sobre a colonialidade, decolonialidade e avaliação externa, problematizando como as avaliações em larga escala legitimam instâncias de poder colonialista na educação. Possui caráter bibliográfico pautado pelas contribuições teóricas do grupo latino-americano (M/C/D) como: Dussel (1993), Mignolo (2007; 2009) e Quijano (1992; 2005; 2009), bem como dos estudos sobre estado e avaliação de Afonso (2000; 2013; 2015), Dias Sobrinho (2002), dentre outros. Discute a possibilidade de uma avaliação decolonial, apontando que as avaliações externas legitimam um processo avaliativo colonizador de poderio neoliberal, cujo modelo exclui culturas e saberes de identidades criadas no mundo colonial.
