This study aims to analyze the collaboration process between stakeholders in landslide disaster management in Gajahmungkur District, Semarang City. Collaboration between stakeholders aims to build commitment, understanding, and responsibility in increasing the effectiveness of disaster management which is analyzed through the concept of collaborative governance by Ansell & Gash (2007). Based on a descriptive qualitative research approach, this research was conducted in the city of Semarang, precisely in the district of Gajahmungkur Kecamatan. Data collection was carried out by interview and documentation techniques. Data analysis is based on four indicators of collaborative governance including: initial conditions, institutional design, facilitative leadership, to the collaborative process. The results of this study indicate that there are three stakeholders involved in the collaboration, namely local government, community groups, and also the private sector, however, in the process the coordination carried out by the three stakeholders is not effective enough, thus hindering disaster management activities. As a result of this lack of coordination, the landslide disaster in Semarang City has not been handled properly. Based on the results of the study, it can be concluded that the collaborative process carried out in landslide disaster management in Semarang City has not run optimally due to lack of coordination and lack of participation from other stakeholders outside the government sector, causing landslides to still occur frequently.
Actor network is a collaboration that emphasizes the relationship or interaction between actors involved in a particular public affair to make the public affairs successful, it is very dependent on coordination between actors in finding a middle way to achieve common goals. The network of actors is very important and urgent in accelerating the implementation of the land registration acceleration program at the National Land Agency of Semarang City. Based on the Actor Network Theory (ANT) theory proposed by Bruno Latour in 1987, it has been used in various fields of knowledge, including the social field, with the concept of consensus building which was initiated where stakeholders interact, negotiate and have tolerance as the basis and used in this study to describe the model. network of actors in accelerating land registration as a form of public service. This study aims to identify and analyze the role of actors, as well as the network model of actors in the complete systematic land registration acceleration program in the city of Semarang. This study uses a qualitative descriptive method and the key instrument is the researcher (the researcher is the key informant). The results of this study indicate that the Semarang City Land Office is the main actor and acts as a mouthpiece for implementing policies, facilitators and coordinators. This study examines the development of policies for accelerating land registration in Indonesia in relation to network relationships between actors who influence policies in this field.
This research focuses on the process of recruitment of civil servants, referring to the effectiveness that must be carried out properly, provide useful results and achieve goals. Secretariat of Education, Special Administrative Region of Oecusi, Timor Leste conducts recruitment to find, find applicants and produce civil servants who have the quality, ability, competence and knowledge as needed. In examining the effectiveness of the recruitment process, qualitative research types are used which are defined in various ways according to the viewpoints used by experts. There are three findings found in this study, namely a) violations of administrative requirements, b) the recruitment process is ineffective and does not meet recruitment standards, and c) there is compromise and political intervention. Closing the results of the research, this article in addition to providing informative contributions but also as a reference material in conducting or improving an effective recruitment process in the future.
This research is a literature study on the penta helix model. This study aims to analyze the penta helix model of tourism development in the city of Palembang. The research method used in this study is a qualitative descriptive method. The type of data used in this study is qualitative data, which is categorized into two types, namely primary data and secondary data. Sources of data obtained through library research techniques (library study) which refers to sources available both online and offline such as: scientific journals, books and news sourced from trusted sources. The results of the study concluded that there are five important things or indicators that need to be considered in using this analysis. These five lines are, among others, shortened to ABCGM. The results of the pentahelix analysis on tourism in the city of Palembang, as for the roles and tasks of each line/field that synergize with one another, among others, Academics in the Penta Helix model act as drafters, the private sector in the Penta Helix model acts as an enabler, Community in the Penta Helix model Penta Helix acts as an accelerator, the government must act as a regulator as well as a controller, the media must be able to act as an expander
Abstrak Kebijakan subsidi listrik yang lahir di masa pandemi COVID-19 pada beberapa daerah di Indonesia berjalan kurang efektif dan menimbulkan ketidakpuasan sebagian masyarakat. Kecamatan Jenangan, Kabupaten Ponorogo merupakan salah satu daerah yang memperoleh subsidi listrik khususnya bagi pelanggan 450 VA dan 900 VA. Masalah difokuskan pada tingkat kepuasan masyarakat atas kebijakan subsidi listrik di masa pandemi yang kurang efektif karena tidak tepat sasaran. Tujuan penelitian adalah untuk mengetahui kepuasan masyarakat terhadap program subsidi listrik. Penelitian ini menggunakan metode kualitatif melalui wawancara dan kuesioner kepada 30 narasumber. Kepuasan masyarakat diukur menggunakan skala Likert dan dianalisis secara deskriptif eksplanatif. Hasil penelitian menunjukkan bagi pengguna 450 VA selama bulan April, Mei, dan Juni 2020 54,5% responden tidak mendapatkan subsidi listrik dan bagi pengguna 900 VA selama tiga bulan tersebut 81,3% responden tidak mendapatkan diskon 50% untuk pembayaran listrik. Hal ini yang menyebabkan masyarakat Jenangan di Kabupaten Ponorogo tidak puas atas kebijakan subsidi listrik di masa pandemi yang ditunjukkan dengan hasil 40% narasumber menyatakan tidak puas, 20% menyatakan sangat puas, 20% lagi menyatakan puas, 16,7% menyatakan cukup puas, dan sisanya 3,3% menyatakan kurang puas.
