Das Herzstück der Demokratie, jener Regierungsform, die im sechsten Jahrhundert v. Chr. in Athen geboren wurde, bildete die politische Partizipation. Im Gegensatz zu allen anderen Regimen (z. B. Monarchie, Oligarchie) gab Demokratie dem Volk die Macht: Im Losverfahren bekamen alle Bürger die gleichen Chancen, das gemeinsame Schicksal mitzuentscheiden. Allerdings bestimmte in diesem ersten Entwurf der Demokratie das Geschlecht 1 , wer zum Demos zählte. Für lange Zeit wurde damit über politische Inklusion/Exklusion schon bei der Geburt entschieden 2 -Frauen bekamen politische Rechte erst im zwanzigsten Jahrhundert. In Österreich sind sie konkret seit 1918 3 wahlberechtigt und zum ersten Mal 1919 zur Urne gegangen. 4 Heutzutage sollte Geschlecht nicht mehr als Kriterium für die Teilhabe an politischer Macht gelten. Es stellt sich daher die Frage, inwiefern dies auch für die Realität zutrifft. Zugegebenermaßen hat sich die demokratische Art des Regierens seit der Zeit von Perikles und Aspasia sehr verändert, und zeitgenössische Systeme -wie die Österreichische Republik -basieren nicht nur auf Partizipation, sondern auch auf Repräsentation.
