This paper aims to discuss the extent of the application-based management efficiency in the Sultanate of Oman Civil Service, by comparison with the practices and experiences of five systems of the civil service or the public in each of the (United States of America, Canada, South Korea, Saudi Arabia, United Arab Emirates). Several variables and address are necessary to achieve reform and development in the civil service such as the situation organizational and strategic system competencies, selection and appointment and based on efficiency, performance evaluation based on efficiency as one of the main functions of human resources management in the public sector, and the framework or efficiency model. In order to become a civil service in Amman of the best practices in the efficient management system at the regional and international level, providing more than ten developmental proposals paper to raise the level of the civil service, because the competency's management of important topics in the development of civil service performance, seen as a tool to shift from the traditional bureaucracy to modern organizations.
This study aims to identify the relationship between core competencies (teamwork, Results Driven, Communication, Customer Focus, Creative & Innovation) and leadership competencies (thinking Strategic, Leading Change, leading people, building relationships, Improving Performance) and its impact on improving government performance in the civil service units in the Sultanate of Oman. The descriptive approach was used by the study tool "Questionnaire" through a sample of (332) employees of permanent jobs in the government units, the analysis of data and hypothesis testing by (SPSS). The results of the study showed a strong and positive correlation between core competencies, leadership and improved government performance in civil service units, The study recommends that these competencies should be applied in various human resources management practices and placed within an integrated framework that is compatible with the future vision of Oman 2040, which seeks to develop competencies and improve the effectiveness of government performance.
The human development has been a major goal of most countries around the world over the recent decades. The idea of human development is not new to the emergence because it is linked to human existence. Moreover, thinking and knowledge are essential in the formation of the human nature of man. Recently, with the advent of globalization and its progress in various fields of technology and communications, we find that the human development in some countries, especially Arab and Islamic faces many challenges. Thus, it is important to work seriously to develop human resources in a better and wider way so that it will be able to deal with the various challenges associated with globalization more confidently and also to create flexible human resources. Therefore, the present study sought to illustrate the problem of human development in the era of globalization in the Sultanate of Oman, and has added an Islamic perspective and a course in the development of human development mechanism through theorization and application. The study aimed to clarify the concept of human development from the Islamic perspective and to clarify the relationship between management and human resources development. The nature of the study mandated the use of three main approaches: the descriptive approach, the analytical approach and the practical approach for the application. The study come up with many results, the most prominent of which is the statement of the Islamic perspective of globalization. The study showed that the Islamic religion does not stand in front of globalization or conflict with it. Furthermore, the study showed the nature of the relationship and the link between human resources management and human resources development in the government sector. Thus, the more quality and efficiency human management in the institution is, the more that will contribute and help in human development in the institution and that will lead to improve the performance of its employees and achieve the welfare of society and progress.
