O crescimento e o desenvolvimento da economia mundial têm dependido cada vez mais do transporte marítimo, e os portos são um elo importante nesse processo. O presente estudo tem como objetivo explorar a aplicação do orçamento baseado em desempenho no sistema de portos da Espanha. Para tanto, foi realizado um estudo sobre o modelo orçamentário do Sistema Portuário de Titularidade Estatal e um estudo de caso na Autoridade Portuária de Valência. Os resultados mostram que as mudanças no orçamento geraram maior integração entre as medidas de desempenho e as dotações orçamentárias, as quais são feitas com detalhamento do processo no nível operacional, o que inclui os projetos de investimento. Em nível de controle, o modelo permitiu melhorar a avaliação dos resultados por incluir outras medidas de desempenho, além de receitas e custos, que podem ser comparados com outros portos do país e do exterior. This study aims to analyze the capital budgeting practices used in port company in Brazil and another in Spain from a comparative perspective. To meet this objective an empirical research was conducted to study these two ports and a questionnaire was administered to collect data. The results showed that the Brazilian port uses only the internal rate of return for capital budgeting analysis combined with the random rate to determine the minimum acceptable return, and scenario analysis to assess investment risks. The Spanish port, compared to the Brazilian one, uses all methods, including payback, internal rate of return, net present value, real options valuation, and weighted average capital cost to determine the minimum rate of return, and scenario and sensitivity analyses, simulation, and decision tree to assess investment risks.
Resumo: O objetivo deste estudo é investigar e documentar o sistema de tarifas portuárias do Brasil e da Espanha. Para tanto, foram consultados as leis, normas e documentos, além dos sites dos principais portos brasileiros e espanhóis. O estudo é inédito e traz a tona um tema pouco pesquisado no Brasil, que é a tarifa portuária. Os resultados mostram que o sistema espanhol é estruturado, com definição dos tipos diferentes de tarifas a serem cobrados. Enquanto o sistema tarifário dos portos brasileiros é confuso por apresentar uma diversidade de formas e modelos de cobrança. Este estudo tem implicações práticas a medida que busca alercar e apresentar um sistema que possa servir de modelo para o Brasil. Isto porque as tarifas portuárias têm um impacto direto na competitividade dos portos e, consequentemente da própria economia. A pesquisa apresenta quatro contribuições principais: a obtenção de insumos sobre tarifas portuárias e a documentação de práticas tarifarias no Brasil e Espanha, recomendação de melhoria do sistema brasileiro, bem como a identificação das diferenças entre os sistemas.
