Reborn in 1918, from the very outset, the Polish State was confronted with the necessity of coping with an important internal issue-the one regarding the relations between ethnic Poles and the representatives of other nations who after 1923 became new citizens of the Polish Republic. Three basic factors seem to have determined the way in which the problem under discussion was dealt with in the inter-war period: 1/ the ratio of Poles to non-Poles and social differences between the two groups; 2/ interference of external forces; 3/ disputes which arose between those who opted for the building of mono-ethnic nation State and those who wished to see the restoring of a multinational Republic similar to that existing before the partitions in the 18th century. During the Second World War the problem of how to regain independence became again of crucial importance for all Poles. The problems connected with the ethnic minorities had quite naturally moved to the margin of political considerations. The Polish leaders stressed the need to grant national minorities the right to develop their cultural activity and secure for them the freedom of religious practice. The German minority, however, was excluded from this offer. It was demanded that the Germans as bearing responsibility for the suffering of the Polish people, should be forced to leave Poland. The effects of social-mechanisms that were decided in Yalta caused Poland to become a mono-ethnic state. The factors that determined it were as follows: 1/ the Nazi Holocaust which nearly occasioned the total physical annihilation of the Polish Jews community; 2/ displacement of the Germans from the lands granted to Poland; 3/ the lack of choice of a "new mother country" among Ukrainian, Byelorussians, and Lithuanian people, and automatic ascription of Soviet nationality to the former citizens of the Republic of Poland those of Slavic but non-Polish descent; 4/ settlement of the expelled Poles from behind the eastern border into the so-called "Recovered Territories". In turn, the imperative of integration and willingness to implement the rules in force in the structure of United Europe defined the status of national minorities in Poland after 1989.
Uwzględnienie obecności państw bałtyckich i krain kresowych, przede wszystkim Ukrainy i w mniejszym stopniu Białorusi, w rozważaniach polskich intelektualistów w okresie poprzedzającym wybuch II wojny światowej, jak również w jej trakcie, było traktowane jako oczywistość. Sąsiedzi Rzeczypospolitej budzili zrozumiałe zainteresowanie przede wszystkim z racji swej bliskości, stając się stałym elementem rozważań antropologicznych, historycznych, geograficznych i kulturowych. Ziemie wschodnie stały się też przedmiotem implementowanym do wielkich koncepcji geopolitycznych, kreowanych głównie przez przedstawicieli lewicy niepodległościowej i otoczenia Józefa Piłsudskiego. Wydarzenia lat 1918-1923 sprawiły, iż projekty te straciły na aktualności. W kwestii ziem białoruskich i ukraińskich ostateczne rozstrzygnięcie przyniósł traktat zawarty 18 marca 1921 r. w Rydze między Rzecząpospolitą Polską a (oficjalnie) republikami socjalistycznymi: ukraińską i rosyjską. Kwestia litewska pozostała formalnie nierozstrzygnięta do 1938 r., choć w sensie faktycznym ziemie zajęte przez Polskę w wyniku tzw. buntu Żeligowskiego zostały w 1922 r. bezpośrednio włączone do państwa polskiego i stan ten został utrzymany do 1939 r. Spośród państw, które w wyniku rozstrzygnięć zapadłych po I wojnie światowej zdołały wybić się na niepodległość, w mniejszym stosunkowo stopniu uwagę polskich elit przykuwały Łotwa i Estonia. Nie znaczy to jednak, iż pozostawały zupełnie nieobecne. Świadectwem zainteresowania Rzeczypospolitej obiema późniejszymi republikami sowieckimi pozostawało podpisanie porozumienia o stworzeniu (17 marca 1922 r.) Związku Bałtyckiego, w skład którego-oprócz Polski i wymienionych państw-wchodziła również Finlandia. Niemniej świadomość znikomego znaczenia obu krajów jako czynnika
Konflikt Federacji Rosyjskiej z Ukrainą na Morzu Azowskim (zwany też konfliktem kerczeńskim) jest drugim -po zagarnięciu przez Rosję półwyspu krymskiego -polem rywalizacji, które de facto i de iuris nie zostało doprowadzone do jakiegokolwiek finału. Stanowi przykład działań politycznych generowanych przez Rosję, w której Federacja -w zależności od zapotrzebowania -sprawuje pełną kontrolę nad przebiegiem działań wojennych i posunięć dyplomatycznych, eskalując napięcie bądź też wprowadzając spór w stan zamrożenia. W tych ostatnich kategoriach należy postrzegać incydent na Morzu Azowskim 25 listopada 2018 r. Forsując tę tezę, trzeba zwrócić uwagę na wybór terminu incydentu. Nastąpił on bowiem na kilka miesięcy przed wyborami na Ukrainie i jak się wydaje, miał stanowić jeden z elementów próby wpływu Rosji na zagwarantowanie elekcji ugrupowaniom jej przyjaznym. W sytuacji kryzysu swoje stanowisko musiała zająć Werchowna Rada Ukrainy. Celem artykułu jest wykazanie, że deputowani nie tylko wykorzystali wszelkie konstytucyjne uprawnienia do wsparcia działań władzy wykonawczej (prezydenta i rządu), ale w sposób znaczący wyszli poza swe prerogatywy. Stanowi również przyczynek do badań nad zachowaniami systemów legislacyjnych w sytuacjach kryzysowych. The aim of the article is to demonstrate that the deputies not only used all constitutional entitlements to support actions of the executive (President and government), but also significantly exceeded their prerogatives. Moreover, the article is a contribution to the research of the legislative systems' conduct in crisis situations.
