The implementation of the regional elections (Pilkada) in West Java is one of the means of democratic regional leadership succession. One indicator of the success of the elections is the political participation of the community, and one of the most important segments of society that is interesting to study is youth. Based on data from the West Java Election Commission, out of 31.7 million registered voters, there were 30% of young voters who could participate. But there are problems faced in efforts to increase youth political participation, namely the tendency of apathy towards politics. This study aims to find out how youth political participation in the West Java Provincial Election in 2018. In identifying and analyzing youth political participation in West Java in the 2018 elections, this research takes and analyzes a number of data using qualitative research methods, where the data were taken consists of primary data derived from interviews, group discussions, and observations. Meanwhile, secondary data was obtained from various literature studies, media, and official documents of the West Java Election Commission. The data obtained was then validated by using data triangulation techniques to obtain accurate data. The results of this study indicate that in the implementation of the 2018 West Java Pilkada, there is an increase in the political participation of Youth in voting to elect candidates for governor and deputy governor. There are several factors that encourage an increase in youth political participation in the West Java Pilkada in 2018, namely the figure and track records of the candidate pairs, socialization and campaign factors, regional factors, ulama influence factors, and community political awareness factors. The five factors are able to negate concerns about the low political participation of youth in the Pilkada event in West Java in 2018. This condition can be a record, both for election organizers or other regional head candidates and the bearer party, for how to suppress the potential Golput (White Party/Abstentions) numbers among beginner voters.
ABSTRAKArtikel ini berupaya menjelaskan bagaimana keterlibatan sentimen agama dalam ranah politik praktis dapat menciptakan persepsi ancaman keamanan di Indonesia pasca 2014. Beberapa pertanyaan yang akan coba dijawab antara lain mengapa pergesekan politik yang didorong oleh isu agama menjadi krusial pasca 2014? dan bagaimana persinggungan sentimen agama dan persaingan pemilu turut membentuk persepsi ancaman keamanan nasional? Penjelasan tulisan ini dibangun berdasarkan studi kepustakaan dan analisis berita seputar aksi protes di Jakarta sepanjang 2016-2017 dan dampaknya terhadap kemunculan isu-isu politik terkait RRT. Hasil studi ini menunjukkan bahwa isu politik dan agama pada 2016-2017 menjadi krusial akibat kulminasi dari pergulatan ideologi politik yang memanfaatkan pembelahan basis sosial berdasarkan ideologi. Peralihan poros kekuasaan pasca pemilu 2014 yang menempatkan kalangan nasionalis sekular di puncak kekuasaan membangkitkan kembali sentimen politik berdasarkan isu-isu agama. Menguatnya kekhawatiran tentang bangkitnya komunisme dan kedigdayaan Republik Rakyat Tionghoa (RRT) di Indonesia merupakan indikasi kuat bahwa pergolakan politik memantik kesadaran kolektif yang telah lama terkubur. Meskipun analisis politik aliran telah dianggap tidak relevan akibat menguatnya unsur kepentingan dalam pemilu, tetapi peristiwa friksi politik pasca 2014 menjadi indikasi bahwa politik aliran, dalam batas tertentu, masih berlaku di Indonesia.
Since 2014, religious sentiment in Indonesian social media has been increasingly overwhelming. The strong religiosity of society leads to religious packaging to help convey any political articulation in social media mainly conducted by the Islamic civil societ-ies. This article examines the political articulation uttered by Muhammadiyah, NU, and Muslim Cyber Army (MCA) as a representation of the democratization of Islamic civil society in responding to the contemporary political situation. Using the sentiment analy-sis and discursive analysis, this paper attempts to explain how Islamic organizations and groups build discourse and maintain its influence in social media as an alternative tone of political articulation. The results of this study indicate that social media has become a contested space of Islamic organizations and group to show their political position upon the government. The more an organization is close to the power the more it tends to reveal articulations that are in line with the government interest. Meanwhile, the opposing and incapable groups are securing the social media as a tool to delegitimized the authorities. The use of social media as a tool for political articulation is popular in the democratization among Islamic civil society but within the limits of democratic values applied. Social media can also be used to strengthen the discourse of religious politicisation that has the potential to contradict democratization itself.
Tulisan ini menguraikan tentang tinjauan kritis peran Organisasi masyarakat (Ormas) dan Lembaga Swadaya Masyarakat (LSM) dalam menopang pembangunan di Indonesia. Ormas dan LSM merupakan perwujudan dari berlangsungnya masyarakat sipil yang berfungsi menjembatani, memperjuangkan, dan membela kepentingan rakyat dari dominasi kepentingan modal dan politik praktis. Dengan kekuatan kolektivitas, kemampuan, dan pengorganisasian massa, Ormas dan LSM berfungsi mengawasi dan terlibat dalam kebijakan-kebijakan atau program-program pembangunan demi kepentingan publik. Di samping itu, Ormas dan LSM juga memiliki fungsi menjaga stabilitas politik dan sosial. Mereka menengahi berbagai kepentingan yang terjadi di antara kelompok masyarakat sehingga dapat meminimalisir potensi konflik sosial. Namun demikian, pada praktiknya kondisi sosial ekonomi di Indonesia yang masih rendah telah memaksa beberapa pihak menggunakan Ormas dan LSM untuk meraih kepentingan mereka. Karena itu, memperbaiki dan meluruskan kembali peran Ormas dan LMS merupakan tantangan untuk memperkuat peran mereka dalam rangka turut menciptakan pembangunan dan demokrasi yang lebih baik.
