ABSTRAKKondisi alamiah geografis Indonesia yang dikategorikan sebagai maritim seharusnya menjadi nilai tambah bagi diplomasi Indonesia terutama untuk kepentingan pembangunan Indonesia. Sehingga secara geokultur, seharusnya Diplomasi Maritim menjadi salah satu pilar utama dalam pembangunan keamanan maritim di Indonesia termasuk penggunaan diplomasi maritim dalam merespon terhadap gangguan keamanan, sehingga secara berangsur kapabilitas pertahanan akan terbangun. Artikel ini akan mengulas pentingnya menata sektor maritim Indonesia pada visi Global Maritime Fulcrum (GMF) dengan melihat kekuatan dan kelemahan kapabilitas TNI AL sebagai salah satu instrumen diplomasi Maritim menuju pembangunan keamanan maritime Indonesia. Artikel ini juga berargumen bahwasanya hal terpenting yang perlu menjadi prioritas Diplomasi Maritim Indonesia adalah mampu menjamin keamanan maritim bagi stakeholders di kawasan regional dan global. Indonesia perlu melakukan penataan dan promosi terhadap pelabuhan perdagangan yang sudah dimiliki, yaitu di Jakarta dan Surabaya serta pelabuhan lainnya sebagai salah satu simpul maritim global yang prospek. Meningkatkan pengamanan dan keamanan sehingga berbagai kerja sama akan terus berlangsung dan bisa mendatangkan keuntungan bagi Indonesia.
West Java had been considered as the most vulnerable area for the spread of radicalism in Indonesia, its presence brought new threats which were considered more difficult to detected than a network of structured terrorism organizations. This article emphasized the issue of lone wolf terrorism and the history of its development from structured terrorism organizations in West Java.By using 4 typologies proposed by Raffaello Pantucci namely loner, lone wolf, lone wolf pack and lone attacker this article concluded that the occurrence of a network-based terrorism movement or Transnational Organized Crime to Lone Wolf Terrorism in West Java was the same pattern carried out in conflict areas in Iraq and Syria. This was caused by the disconnection of structural-organizational communication between its members and recruiting process was conducted randomly.ABSTRAK Jawa Barat telah dianggap sebagai daerah paling rawan penyebaran paham radikalisme di Indonesia, kehadirannya membawa ancaman baru yang dinilai lebih sulit untuk dideteksi daripada jaringan organisasi terorisme terstruktur. Artikel ini menekankan pada isu lone wolf terrorism dan sejarah perkembangannya dari organisasi terorisme terstruktur di Jawa Barat.Dengan menggunakan 4 tipologi yang dikemukakan oleh Raffaello Pantucci yakni loner, lone wolf, lone wolf pack dan lone attacker artikel ini menyimpulkan bahwasanya terjadinya pergeseran gerakan terorisme berbasis jaringan atau Transnational Organized Crime ke Lone Wolf Terrorism di Jawa Barat merupakan pola yang sama dilakukan di daerah konflik di Irak dan Suriah. Hal tersebut disebabkan oleh diputuskannya komunikasi struktural-organisasional antar anggotanya serta perekrutan dilakukan secara acak.
Berbagai bentuk kerja sama internasional yang telah dilakukan oleh Kota Bandung di antaranya bertujuan untuk mendapatkan penerimaan dana hibah, investasi jangka panjang maupun pendek, bantuan infrastruktur, pertukaran pemuda, beasiswa, dan kerja sama kebudayaan. Kerja sama tersebut merupakan langkah-langkah paradiplomasi Kota Bandung yang dilakukan melalui skema sister city, pembentukan proyek bersama, dan berbagai bentuk pengiriman delegasi yang dilakukan antar aktor sub-nasional. Posisi artikel ini berupaya untuk mengkaji keterlibatan pemerintah kota khususnya kota Bandung dalam melaksanakan hubungan luar negerinya yang kemudian memfokuskan untuk memahami bagaimana konsep sister city yang sudah banyak dilakukan di berbagai negara dapat dilihat melalui pendekatan paradiplomasi di Indonesia. Paradiplomasi Kota Bandung dalam bentuk sister city dengan para mitra kotanya membuahkan beberapa keuntungan dan juga sekaligus peluang demi meningkatkan kesejahteraan masyarakat kota sekaligus berpartisipasi di dalam pembangunan nasional khususnya dalam mengembangkan diplomasi Indonesia. Penelitian ini menggunakan metode kualitatif dengan bersumber pada data yang diperoleh melalui studi lapangan, dan studi literatur.
ASEAN is one of the regions with the highest rate of disaster vulnerability. Tsunami 2004 has triggered the momentum for Indonesia and ASEAN to deal with disaster-related issues more seriously. Losses and casualties from the catastrophe led to the decision by Indonesian government to put disaster prevention and risk reduction as a priority. Indonesia continues to encourage and supporting ASEAN in order to improve the region’s capability to deal with natural disaster. Through AADMER (ASEAN Agreement on Disaster Management and Emergency Response) that was signed in July 2005, ASEAN held an unequivocal and defined base in any efforts of disaster management, especially in the ASEAN region. Through Qualitative Methodology, this paper will discuss about how the disaster diplomacy of Indonesia contributes to the improvement of ASEAN’s capability in the disaster management, but also examines BNPB as both the backbone and the focal point of Indonesia’s disaster management, which then leads up to how disaster can abolish certain diplomatic hurdles, as well as improving regional cooperation, and strengthen the Indonesia’s position as a key country in regional disaster management.
