A capacidade de transformar conhecimento em inovação é fundamental para competitividade das empresas e dos países. Nesse contexto, é muito importante a formação de recursos humanos acompanhada de uma formação humana e profissional, dentro de uma visão integrada de desenvolvimento. Desta forma, o objetivo do trabalho foi propor reflexões conceituais sobre força de trabalho e capital intelectual no ensino superior e tecnológico no Brasil, mais especificamente, na Rede Federal de Educação Profissional, Científica e Tecnológica (RFEPCT). Para o que se propôs, foi realizada uma pesquisa documental e bibliográfica. Como resultado foi observado que, a atual política de educação profissional trouxe a perspectiva de geração de capital humano, para alavancar inovação, no entanto, há vários gargalos na oferta e na formação profissional diversificada, flexível e em sintonia com as demandas da sociedade e dos setores produtivos. A partir da reflexão conceitual do Sistema Nacional de Educação (SNE), e do Sistema Nacional de Inovação (SNI) no país, foi possível compreender que a RFEPCT é composta por instituições naturalmente agentes destes dois Sistemas, e que estão voltadas à formação de força de trabalho, mas também, de capital humano apto a reconhecer a importância do empreendedorismo, da Pesquisa e Desenvolvimento (P&D), da Propriedade Intelectual e da Inovação. O reconhecimento - por parte destas instituições - de seu papel na formação de capital humano para inovação é fundamental, para que possam também alicerçar o desenvolvimento e a competitividade do país.
RESUMOÉ realizada uma análise do panorama tecnológico atual do etanol combustível de cana-de-açúcar no Brasil a partir da análise de documentos de patentes depositados no país, especificamente, para os processos de fermentação, considerando a 1ª geração e 2ª geração separadamente. Os resultados apontam para uma retração de investimentos na proteção intelectual das tecnologias de fermentação no Brasil após 2008, mas, também identificam grandes players internacionais no campo das biotecnologias atuando no contexto nacional. Este resultado reforça a constatação sobre o salto tecnológico na produção de etanol de cana-de-açúcar, através da utilização da conversão de matéria lignocelulósica do bagaço de cana em etanol (2ª geração). Neste contexto, a presente análise se mostrou relevante para fornecer uma visualização consolidada do cenário de tecnologias de produção de etanol via decomposição microbiológica (1ªGeração) e das rotas enzimáticas (2ªGeração), bem como uma melhor compreensão da estrutura de mercado da cadeia produtiva do etanol.
O objetivo deste artigo é estudar a realização de pesquisa e desenvolvimento (P&D) na indústria de etanol de segunda geração (etanol 2G) e seus transbordamentos para a produção; e também, do etanol de primeira geração (etanol 1G), além dos desdobramentos desses transbordamentos para o Sistema Setorial de Inovação Sucroenergético. Para entender tal contexto, foi realizada uma pesquisa com base na técnica Delphi com a aplicação de três ondas de questionários e entrevistas em profundidade com 20 especialistas na área da produção sucroenergética e na produção de etanol 2G. Como resultado da pesquisa, foram identificados que os principais desafios tecnológicos dessa atividade industrial se relacionam ao incremento da produtividade tanto na parte agrícola quanto na de tecnologia industrial. A superação de tais desafios depende da capacidade de acesso a fontes de aprendizado e inovação para consolidar as atividades de P&D num setor situado nas fronteiras do conhecimento. Foi também identificado que a pesquisa em etanol 2G é realizada por meio de parcerias, em uma extensa rede composta por empresas, centros de pesquisa públicos e privados e universidades públicas, e que já faziam parte do Sistema Setorial de Inovação Sucroalcooleiro. Por fim, identificou dificuldades na interação entre os agentes envolvidos nessa rede no que concerne à regulação e participação dos envolvidos nas definições das trajetórias de pesquisa, ao compartilhamento dos direitos de propriedade intelectual e ao acesso a financiamento para pesquisa.
