Objetivo. Mostrar la evolución de los lineamientos sobre políticas públicas en salud enfocadas en farmacorresistencia microbiana o resistencia a los antimicrobianos (RAM) que la Organización Mundial de la Salud (OMS) ha emitido desde 1948 hasta 2022. Además, se mencionan otras acciones gubernamentales relacionadas. Métodos. Se llevó a cabo una revisión detallada de los archivos de la Asamblea Mundial de la Salud y el Consejo Ejecutivo de la OMS. Se realizó un análisis textual de resoluciones sobre la RAM, que dan pauta al diseño de políticas y acciones gubernamentales para los Estados Miembros de la OMS. También se realizó una búsqueda sistemática en SCOPUS, Pubmed y literatura gris con categoría de análisis: políticas públicas en salud sobre la RAM. Resultados. La RAM se ha convertido en la mayor amenaza para la salud pública, y compromete el cumplimiento de los objetivos de desarrollo sostenible. Presentamos resoluciones de la OMS como evidencia de lineamientos para combatir la RAM. En consonancia, se menciona el enfoque “Una salud”, estrategias, iniciativas, planes y programas relacionados. Se identificó una brecha en la investigación y el desarrollo de antimicrobianos nuevos, que requiere un análisis más profundo. Conclusiones. La OMS ha realizado esfuerzos para combatir la RAM. Esto ha generado un desarrollo integral de políticas públicas en salud, para que los Estados Miembros las apliquen según la soberanía de sus gobiernos.
El flujo de migrantes entre Atentencingo, Puebla, México y Estados Unidos se ha sostenido en los últimos 30 años, por las redes de migrantes de esta comunidad. Sin embargo, ante la reciente inestabilidad económica de Estados Unidos, y el endurecimiento de las políticas migratorias, muchos migrantes han retornado a su ciudad de origen, lo que implica un proceso de reinserción a la comunidad de los migrantes y sus familias. Este trabajo tuvo como objetivo establecer las regularidades del proceso de retorno que experimentan los migrantes, principalmente en la interacción social en su lugar de origen, el efecto de su experiencia migratoria en la acumulación de capital social, y cómo este cambio repercute en su actividad laboral y en el empoderamiento en su entorno social. Se realizó un estudio de corte cualitativo, a partir del análisis de 189 entrevistas a migrantes de retorno de la localidad de Atecingo, Puebla, México, quienes migraron a los Estados Unidos. En este estudio se utilizaron solo las 22 entrevistas consideradas como las más significativas del total realizadas a los migrantes de retorno. Se identificaron cuatro grupos con problemáticas que relacionan su ciclo de vida individual y su ciclo de vida familiar. La permanencia en el lugar de destino y la desincronización del migrante con su lugar de origen, en relación con sus ciclos de vida individual y familiar, provocaron que sus valores, creencias y percepciones válidas en el lugar de origen fueran contradictorias con las del lugar de destino, formando una nueva escala de valores en el inmigrante; y este mismo proceso se presentó al momento del retorno, lo que implicó un nuevo proceso de generación de valores en la comunidad de origen.
The configuration of modern digital spaces suggests that citizens interact in a responsible way generating and selecting information on which our criteria is based, it also implies that they can deliberate in the digital public sphere to influence decision makers in government; placing them as transformers to achieve political-social goals while questioning them. However, citizenship faces two main challenges in Mexico: In one hand, the lack of access to Information and Communication Technologies (ICT) which has to do with structural aspects related to poverty, marginalization and/or unemployment; and in the other hand, the need to guarantee the values of democracy in the network thru different political and electoral exercises. This paper seeks to review public policies aimed at developing a digital citizenship and an analysis of the implications and challenges in the concept of digital citizenship and the democratic impact in Mexico where the digital citizen interacts, defends and exercises his rights.
