Glottodidactic research is focused on the needs to educate teachers of foreign languages, who perform their job “here and now”. As a result there is little attention paid to the history of teaching foreign languages. In the present article there are arguments for the necessity of a wider introduction of the subject of history into the scope of interest of glottodidactics. An effort is made to show that it is only after further consideration of the didactic tradition that there can be a fuller understanding of the current discussions and developmental tendencies in foreign language instruction. These arguments are preceded by a characterization of the current state of research.
Pod koniec XVIII wieku w monarchii habsburskiej doszło do zasadniczej zmiany w polityce językowej wobec szkolnictwa. Ustawa "Allgemeine Schulordnung" z 1774 roku wprowadziła obowiązkową naukę niemieckiego, co w wielojęzycznej monarchii wymagało środków propagandowych, które mogłyby uzasadnić zaniechanie sprawdzonych przez stulecia konwencji językowych, tj. rezygnację z ponadregionalnych języków komunikacji oraz łaciny jako języka uniwersalnego. W związku z rozpowszechnieniem języków słowiańskich w monarchii habsburskiej oraz wysokim statusem języków romańskich Wiedeń spodziewał się sprzeciwu wobec obowiązku nauki niemieckiego. W artykule przedstawiono strategie dyskursywne w habsburskiej polityce językowej, które były w użyciu od uchwalenia ustawy "Allgemeine Schulordnung" aż po jej zastąpienie przez "Politische Verfassung" (1806). Słowa kluczowe: habsburska polityka językowa, status j. niemieckiego w Oświeceniu, historia nauczania j. niemieckiego jako obcego ABSTRACT DISCURSIVE STRATEGIES IN HABSBURG LANGUAGE POLICIES IN THE LATE ENLIGHTENMENT-BASED ON THE EXAMPLE OF FOLK SCHOOLS IN GALICIA At the end of the 18th century, in the Habsburg monarchy there was a fundamental change in the language profile of elementary education. The "Allgemeine Schulordnung" Act of 1774 brought compulsory German language education to schools in all provinces. This was contradictory to the established practice of teaching focused on the mother tongue and the language of religion. The introduction of German language required means of propaganda which would help to explain why linguistic conventions in the form of trans-regional languages of communication and Latin as a universal language, verified over the centuries 64 ANNA MARIA HARBIG in the Habsburg monarchy, were to be abandoned. The high status of Romance languages and widespread Slavic languages in the Habsburg monarchy led to expected resistance to the imposition of obligatory German language education. The article presents discursive strategies in the Habsburg language and educational policies that were in use after the enactment of the "Allgemeine Schulordnung" Act (1774) until its replacement by "Politische Verfassung" (1806).
Matthias Kramer. Ein barocker Nürnberger Sprachmeister mit gesamteuropäischer Wirkung. Der in Köln gebürtige, aber überwiegend in Nürnberg wirkende Matthias Kramer (1640–1729) war der produktivste und prominenteste Sprachlehrer Deutschlands in den Jahrzehnten um 1700. Er verfasste voluminöse Lehrwerke und Wörterbücher, die eine Reihe lebender Sprachen – Französisch, Italienisch, Spanisch und Niederländisch – mit dem Deutschen verbinden. Als Lexikograph war Kramer der erste, der seine Vokabeln durch die Mitteilung von Kontexten erläuterte. Außerdem trat er durch fachsprachliche Lehrbücher und Übersetzungen hervor. Die Vielzahl an Werken, die sich in Bibliotheken in ganz Europa und sogar in Übersee finden, zeugen von Kramers breiter, bis ins späte 18. Jahrhundert anhaltender Rezeption. Der Band, der auf eine interdisziplinäre Tagung an der Universität Bamberg im November 2017 zurückgeht, würdigt Kramers Leistungen als Grammatiker, Lexikograph, Übersetzer und Sprachvermittler und stellt sie in ihre historischen, sprachwissenschaftlichen und sprachdidaktischen Kontexte. Er möchte diese zu Lebzeiten aufgrund ihrer Vielsprachigkeit, breiten philologischen Bildung und Erfahrung als Sprachlehrer europaweit bekannte, heute aber weitgehend vergessene Figur wieder stärker ins Bewusstsein rücken.
