Sa thèse a analysé différentes dynamiques sociétales qui permettent d'expliquer l'échec du mouvement associatif des femmes en Mongolie depuis la démocratisation du pays en 1992. Elle a enseigné la socio-anthropologie du genre à l'université Paris-Diderot, rattachée au Centre d'Etudes, de Documentation et de Recherches en Etudes Féministes (CEDREF). Ses recherches portent aujourd'hui sur « la globalisation du genre » et son utilisation par les associations de femmes en Asie centrale. E n 1992 et à la suite de soixante-dix ans de régime communiste, la Mongolie a adopté une Constitution démocratique dont les dispositions législatives en font, selon les observateurs internationaux, « le pays le plus libéral du monde 1 ». Ce sont les jeunes intellectuel(le)s ayant suivi des études supérieures en Europe de l'Est et à Moscou à la fin des années 1980 qui, en revenant au pays pour prendre leurs postes de hauts fonctionnaires, ont enclenché le processus de transition, immédiatement suivis par la population, urbaine comme rurale. Ces jeunes activistes sont sans distinction des jeunes hommes et des jeunes femmes, qui participent ensemble à l'établissement des nouveaux partis politiques d'opposition démocrate. En parallèle, les femmes investissent et organisent le nouvel espace public qui s'ouvre à elles, celui des associations. Comme cela avait été le cas dans le cadre du mouvement démocratique, ces initiatrices et dirigeantes d'associations sont immédiatement rejointes par de très nombreuses militantes urbaines mais aussi rurales, de toutes les catégories sociales : fonctionnaires locales, commerçantes, artistes, etc. Les femmes mongoles sont en effet rompues à ce type d'activités civiques puisqu'elles en menaient déjà au sein du Comité national des femmes, l'ancien 1. « En avril 1997, le Parlement a décidé de supprimer la plupart des taxes d'import et d'export, ce qui procure à la Mongolie l'un des régimes les plus libéraux du monde » (Ginsburg T.,
La loi de 2014 portant réforme de la politique de la ville oblige à la parité dans les conseils citoyens. Ceci pourrait constituer un levier institutionnel pour la promotion des femmes dans l’espace politique que l’on sait discriminatoire. Cependant, une observation participante au sein d’une ville moyenne de la Seine-Saint-Denis, Sevran, permet de constater leur présence déjà active au sein des conseils de quartier et des nouveaux conseils citoyens, et ce malgré la reproduction des dynamiques de domination masculine déjà connues, comme le discrédit attaché à leur prise de parole en public ou la non-reconnaissance de leurs sujets d’intérêt. L’article met en exergue les différents statuts investis par les femmes pour faire valoir leurs intérêts (de riveraines, mères, citoyennes laïques), leurs modalités spécifiques de présence aux réunions, en particulier en groupe, et les rôles que peuvent jouer les élu·e·s et les agent·e·s administratif·ve·s dans le respect de la parité, en particulier aux niveaux de la représentation et de la délégation. Enfin, on comprend que les femmes investissent de façon spécifique ces espaces intermédiaires, car ils sont à la croisée entre l’espace privé et l’espace public sexiste, et se présentent justement comme des lieux de redéfinition potentielle de ce dernier.
Résumé Jürgen Habermas démontre comment, par l’appropriation de l’espace public, un sujet politique — le bourgeois — peut s’approprier l’espace politique. Ce n’est pourtant pas le cas pour les femmes. L’analyse de leur investissement de l’espace public en Mongolie permet d’apporter quelques éléments de compréhension. On comprend tout d’abord que les révolutions successives — soviétique puis démocratique — n’ont pas bouleversé l’ordre des rapports sociaux de sexe, les femmes restant socialement assignées à la sphère privée. On comprend aussi que dans la pratique sociale, elles investissent différentes aires de l’espace public, comme les marchés, les associations et même les médias. Mais on comprend aussi qu’elles restent prises dans le piège de leur « catégorie femmes » qu’elles tentent de valoriser, seul argument que leur laisse avancer la sphère virile politique. Ce qui étouffe alors leur véritable rôle citoyen, celui-là même dont on pourrait penser qu’il leur permettrait l’accès à la sphère politique.
