This paper aims to capture and analyze emerging experiences, lessons and tensions evident from several years of work underway through the Asian Cities Climate Change Resilience Network, a network of secondary cities in South and Southeast Asia that have engaged in a process to analyze vulnerabilities and plan and implement measures to address them. With the support of the Rockefeller Foundation and numerous partners, these cities have identified more than 59 specific resiliencebuilding measures, of which 23 are being implemented. Through this work we see 10 critical urban climate change resilience action areas that cities must consider in order to strengthen their ability to anticipate, prepare for and respond to the types of sudden and slow onset impacts. These are: climate sensitive land use and urban planning; institutional coordination mechanisms and capacity support; drainage, flood and solid waste management; water demand and conservation systems; emergency management and early warning systems; responsive health systems; resilient housing and transport systems; strengthening of ecosystem services; diversification and protection of climate-affected livelihoods; and education and capacity building of citizens. We present case studies of how these measures are implemented in specific cities and highlight the tensions and challenges that have emerged. Primary tensions arise around the powerful political economy forces that influence decisions in cities; ensuring that the risks and benefits of resilience-building measures are distributed equitably; aligning incentives of various stakeholders in cities; and developing the mandates, coordination and capacities needed to manage a multi-scale and multisector issue as complex as urban climate change resilience. This empirical base of practice provides important learning to help guide further the refinement of both theory and practice in the nascent field of urban climate change resilience.
This working paper discusses how governments can use practical, flexible approaches to determine if and how finance is supporting locally led adaptation (LLA) to climate change. As national governments invest in building resilience to climate impacts, many are recognizing the importance of LLA. LLA recognizes that people closest to the effects of climate change are often best placed to identify adaptation solutions and must have financing and decision-making power to ensure that adaptation investments reflect their priorities. The paper provides metrics for governments to track how much finance reaches the local level for adaptation, and how well that finance supports local agency in adaptation decisions. It also recommends tracking and reporting options governments can adapt to their country contexts and climate finance objectives. These recommendations are practical, near-term steps toward longer-term transformational change needed to support locally led adaptation. Tracking and reporting finance for LLA is important for ensuring adequate and sound investments, and ultimately for ensuring that finance reaches and meets the needs of those most directly affected by climate change.
Background To positively impact the social determinants of health, disabled people need to contribute to policy planning and programme development. However, they report barriers to engaging meaningfully in consultation processes. Additionally, their recommendations may not be articulated in ways that policy planners can readily use. This gap contributes to health outcome inequities. Participatory co-production methods have the potential to improve policy responsiveness. This research will use innovative methods to generate tools for co-producing knowledge in health-related policy areas, empowering disabled people to articulate experience, expertise and insights promoting equitable health policy and programme development within Aotearoa New Zealand. To develop these methods, as an exemplar, we will partner with both tāngata whaikaha Māori and disabled people to co-produce policy recommendations around housing and home (kāinga)—developing a nuanced understanding of the contexts in which disabled people can access and maintain kāinga meeting their needs and aspirations. Methods Participatory co-production methods with disabled people, embedded within a realist methodological approach, will develop theories on how best to co-produce and effectively articulate knowledge to address equitable health-related policy and programme development—considering what works for whom under what conditions. Theory-building workshops (Phase 1) and qualitative surveys (Phase 2) will explore contexts and resources (i.e., at individual, social and environmental levels) supporting them to access and maintain kāinga that best meets their needs and aspirations. In Phase 3, a realist review with embedded co-production workshops will synthesise evidence and co-produce knowledge from published literature and non-published reports. Finally, in Phase 4, co-produced knowledge from all phases will be synthesised to develop two key research outputs: housing policy recommendations and innovative co-production methods and tools empowering disabled people to create, synthesise and articulate knowledge to planners of health-related policy. Discussion This research will develop participatory co-production methods and tools to support future creation, synthesis and articulation of the knowledge and experiences of disabled people, contributing to policies that positively impact their social determinants of health.
