Covid-19 pandemic has a significant impact on society in Indonesia. New Normal discourse will be applied soon in Indonesia. Basically, it will give the same restriction and limitation of the interaction between individuals. Before pandemic, Conventional Public services required direct interaction between citizens and public servants in public office. But then, there will be a limitation to this direct interaction, and it also has to switch into the online services model. This study examined the urgency of the transformation of public services during the New Normal period through E-Government. This research used the normative juridical method. The author finds that the use of e-government in Indonesia is still far below Singapore. Indonesia needs to optimize the use of vertical and horizontal integration models that present one-stop service network services that require the transformation of public services from the Old Public Administration model to the New Public Service. This transformation should also be supported by regulatory reforms in the field of State Administration to increase synergy and harmonization between government institutions, so there is no overlapping of authority and conflicts between institutions that can hinder service delivery to the public. Keywords : Transformation of Government Services; E-Government; New Normal Abstrak Pandemi Covid-19 membawa dampak yang besar bagi masyarakat di Indonesia. Wacana New Normal yang akan diberlakukan, secara garis besar tetap membatasi interaksi antar individu. Pelayanan publik yang selama ini dilakukan dengan beinteraksi secara langsung harus dibatasi bahkan harus beralih kepada pelayanan secara online. Penelitian ini hendak mengkaji urgensi transformasi pelayanan publik pada masa New Normal melalui E-Government. Penelitian ini menggunakan metode yuridis normatif. Penulis menemukan bahwa penggunaan e-government di Indonesia masih jauh di bawah negara Singapura. Indonesia perlu mengoptimalkan penggunaan model integrasi vertikal dan integrasi horizontal yang menghadirkan network service layanan satu pintu yang membutuhkan transformasi pelayanan publik dari model Old Administration Public menuju New Public Service. Hal ini perlu juga ditunjang dengan adanya reformasi regulasi di bidang Administrasi Negara untuk meningkatkan sinergitas dan harmonisasi antar lembaga pemerintah, agar tidak terjadi tumpang tindih kewenangan dan konflik antar lembaga yang dapat menghambat pemberian layanan kepada masyarakat. Pandemi Covid-19 yang saat ini melanda dunia, telah membawa perubahan drastis termasuk pada Dunia Peradilan. Praktek persidangan konvensional harus beralih kepada Persidangan online (e-litigation). Penulis memandang perlu untuk diadakannya kajian seberapa jauh perkembangan praktik e-litigation dan regulasinya di Indonesia, serta membandingkannya dengan praktik Virtual Courts di Amerika Serikat selama masa pandemi ini. Penelitian ini menggunakan pendekatan komparatif ditunjang dengan studi kepustakaan. Penelitian ini menemukan bahwa sejak mewabahnya covid-19 angka e-litigation di Indonesia tidak menunjukan kenaikan yang signifikan. Regulasi tentang pelaksanaan persidangan online tetap mengacu pada Perma No.1 Tahun 2019 dan SE MA No 1 Tahun 2020, karena belum adanya peraturan lain yang mengatur hal ini. Permasalahan regulasi terkait persidangan online di Indonesia dan Amerika Serikat hampir sama yakni mengenai disharmonisasi peraturan.
Achieving a legal certainty requires land registration. In order to achieve legal certainty, land registration is needed. The registration of land carried out is an attempt to provide legal certainty and protection to the holders of rights over a parcel of land and other registered rights so that the party proving is the party's owner of the said parcel of land. The purpose of this study was to determine the legal certainty of ownership of land rights certificates in land registration based on several existing laws and regulations. The research method used in this study is normative juridical. The result of this research is that to obtain legal certainty, a person must have a certificate as proof of ownership of the land rights. Certificate as a strong proof in this case as long as it cannot be proven otherwise physical and juridical contained there in must be accepted as correct. If a dispute in the future occurs, the settlement of proof of land rights certificate is carried out in court by the judge's judgment.
United Nations Sustainable Development Goals (UN SDGs) deliver a long list for UN Member countries to do, especially in the legal and regulatory frameworks. UN SDGs contain many kinds of human needs aspect, and it is not easy to regulate all through the conventional legislative process. It raises the needs of the omnibus bill use. This article studied the opportunities and the urgency of the omnibus bill use to solve this problem. The author uses a doctrinal method with literature studies to examine how SDGs can be obtained with the use of the omnibus bill. The omnibus bill has the potential to help countries achieve the UN SDGs. In the implementation stage, the author found that it is a normal phenomenon that a political will contains economic interests in the adaptation process, likewise, with the omnibus bill case in several countries. However, it does not erase the fact that there has been a wave of resistance in its implementation due to people's unpreparedness in accepting changes brought by the political policies that are contained in the controversial omnibus bill. Therefore, the government must ensure that the omnibus bill is open to the change opportunities demanded by the people to improve the omnibus bill.
Certificate of land is proof of ownership of a land, the holder could lose the rights if there is a lawsuit from another person. The purpose of this research is to find out why a certificate of land still can be changed, problems from negative publication system and how to solve it, and the consequences of a negative publication system. The method of this research is empirical juridical. The results of the research shows that certificates can still be changed because the publicity system used is positive negative, certificates of land are strog but not absolute proof. The problem from negative publication system is the lack of legal certainty for landowners listed in the certificate. The legal consequence of using a negative publication system in land registration is if it is proven that the owner obtained the land by violating the principle of nemo plus juris and not in good faith, the ownership and rights can be erased. Although the publication system in Indonesia is negative with positive element, the positive element has not yet been realized, because in land registration it is nearly pure negative, so the legal guarantee for land owners is still lacking.
