RESUMENEl artículo estudia la evolución de las políticas de intervención en Áreas de Rehabilitación Integral (ARI) desarrolladas en España entre 1978 y 2012. Se analiza la aparición y consolidación del concepto en la política estatal de vivienda, desde el Real Decreto 3148/1978 hasta el Plan de Vivienda 2009-2012. Por otro lado se analiza la «integralidad» de las intervenciones en áreas urbanas, mediante el estudio de veinte casos representativos, entendiendo como integral aquella intervención que actúa en la ordenación urbana, el diseño urbano y el medioambiente local, la edificación y la dimensión socioeconómi-ca. El trabajo procede de un estudio realizado para el Ministerio de Fomento mediante convenio suscrito con el Departamento de Urbanística y Ordenación del Territorio (ETSAM, UPM) para el Análisis de las políticas estatales y europeas en materia de regeneración urbana y rehabilitación de barrios. Evolución de las políticas de rehabilitación en Áreas de Rehabilitación Integrada en España (1978España ( -2012 INTRODUCCIÓNEntendemos la Rehabilitación Urbana Integrada como una intervención multidimensional sobre áreas urbanas consideradas vulnerables debido a que se encuentran, o pueden llegar a caer, en procesos de deterioro, por problemas sociales, econó-micos, físicos y/o ambientales, que las segregan de la ciudad. Pese a la necesidad de rehabilitar, de forma integrada, la ciudad existente y pese al interés de las experiencias realizadas, podemos establecer que hasta la llegada de la última crisis inmobiliaria (iniciada en 2007) la Regeneración Urbana Integrada ha tenido, en el marco de las políticas públicas de vivienda, una presencia marginal frente a la dimensión de la obra nueva. Tras el estallido de la crisis, varias han sido las iniciativas que señalan como campo prioritario la actuación en el tejido consolidado, tanto en el nivel europeo, con la Declaración de Toledo en 2010, como en el español, con la aprobación del Plan Estatal de fomento del alquiler de viviendas, la rehabilitación edificatoria, y la regeneración y renovación urbanas y la Ley 8/2013 de rehabilitación, regeneración y renovación urbanas. El desarrollo en el tiempo de políticas urbanas basadas en un enfoque integrado y dirigidas a barrios considerados desfavorecidos en el marco europeo, ha influido en el contexto español (De Gregorio, 2012; González, 2011), que, sin embargo, ha tenido una evolución y características propias, tanto en el marco legislativo y administrativo, como en la práctica urbanística (Matesanz y Hernández, 2014). Este artículo busca analizar la evolución de los parámetros ligados al enfoque integrado (integración de las áreas, de los agentes e integración en la ciudad) en el discurso jurídico-administrativo de las políticas urbanas dirigidas a la ciudad consolidada en España, especialmente en barrios vulnerables. Como resultado de este análisis se observan variaciones, no sólo en la intensidad de la integración propuesta, sino en sus planteamientos y objetivos, inseparables del tipo de actuación propuesta y modelo de ciudad vinculado a ella.

ResumenDesde Europa, en un contexto global de crisis económica, social y ambiental, agravado en el caso español por las consecuencias de la burbuja inmobiliaria, se preconiza la apuesta por la Regeneración Urbana Integrada enmarcada dentro de la Estrategia de Desarrollo Urbano Sostenible Integrado (MHAP, 2015). Aunque ambas estrategias tienen continuidad con el modelo de intervención urbana territorializada de enfoque integrado, impulsadas mediante programas de financiación europeos y dirigidas a barrios desfavorecidos, se incorpora la visión, hasta ahora poco visible, de la necesidad de considerar estas áreas como parte de una ciudad concebida como un todo y en la que resulta fundamental el equilibrio entre sus partes. Esta idea de la rehabilitación urbana como una herramienta de cohesión global, apenas tratada hasta ahora, precisa de un nuevo marco que permita evaluar los resultados de las acciones desarrolladas hasta la fecha, de forma que sus experiencias puedan servir de base para desarrollar nuevas propuestas.Este artículo parte de la necesidad, urgente en el contexto español en el que se enmarca, de definir un nuevo modelo de rehabilitación urbana, que además de integrar las políticas sectoriales y la participación de todos los agentes, incluya el objetivo de la integración de los barrios en un modelo integrado de ciudad. Para ello, plantea un modelo de análisis del objetivo de integración que supere las metodologías, en muchos casos sectoriales, de las actuales políticas e intervención en barrios. AbstractIn the European context of economic, social and environmental crisis, we find theSpanish case where its context is hardly worse, as consequences of an economic model based on real estate market. From this point the European Union’s commitment advocates the Integrated Urban Regeneration framed in the overall context of the strategy for Integrated Sustainable Urban Development (MHAP, 2015). Moreover, both strategies establish some continuity with the line of area-based urban interventions with integrated approach promoted by European programs and targeted on disadvantaged neighbourhoods. Equally the vision of the city as a whole and the necessary balance between its parts has been incorporated to them. This last issue, treated so far in a context with falling interest in planning, requires a new analysis framework to assess the actions taken and also to date and serve as a basis for developing new proposals.Therefore, it is considered the urgency in defining a new model of urban rehabilitation in Spain, which integrates sectoral policies and the (real) participation of all actors, so that, the paper will be based on the need of the neighbourhood’s integration into the city. It is also purposed a possible base of analysis for such integration, which might improve or get over the current urban policy interventions in neighbourhoods.
