In this paper we shall first consider a selection of discourse and rhetorical norms of Modern Standard Chinese and then contrast them with a comparable selection of discourse and rhetorical norms of an`inner circle' variety of English. As the transfer of discourse and rhetorical norms from a first to a second language commonly occurs, we predict that a Chinese variety of English is characterised by a number of discourse and rhetorical norms derived from Chinese. We argue that the presence of these L1 discourse and rhetorical norms should not be seen as`deviations' from Anglo norms, but that, as Chinese speakers are more likely to use the language with other English speakers in the East Asian region rather than with speakers of inner circle varieties of English, the Chinese variety of English is actually a more culturally appropriate model of English than any superimposed`Anglo' norm. Our discussion also considers the importance in China traditionally attached to`models' and`standards' and speculates on the extent to which educators and officials in China are likely to accept a Chinese variety of English as a model for the classroom.
An English lingua franca seems to be emerging in the ten ASEAN countries, and this paper investigates features of the pronunciation of this lingua franca. Twenty speakers, two from each of the ASEAN countries, were recorded while they were conversing in groups of three or four people, all from a different country. The speech that they used is analysed to identify shared features of pronunciation, especially to evaluate the effect that these features have on intelligibility, and it is argued that some of their shared non-standard features actually enhance intelligibility. Finally, some of the misunderstandings that occurred are analysed to determine the extent to which pronunciation played a part, and it is found that only those features of pronunciation not shared by speakers from other ASEAN countries resulted in a break-down in communication.
This paper provides a detailed description of the pronunciation of English by fifteen fourth-year undergraduates at the Hong Kong Institute of Education. First, the occurrence of American features of pronunciation is considered. Then there is an analysis of the pronunciation of initial TH, initial and final consonant clusters, L-vocalisation, conflation between initial [n] and [l], monophthong vowels, the vowels in FACE and GOAT, vowel reduction, rhythm and sentence stress. Finally, the status of Hong Kong English is considered, particularly the extent of its continuing alignment with an exonormative standard.
The concept of English as a lingua franca (ELF) has recently caused a great deal of controversy, much of it based on a misunderstanding of ELF. In this presentation, I shall first provide a brief history of lingua francas and then compare and contrast two major Asian lingua francas – Bahasa Indonesia and Putonghua – in order to show how different their developmental paths have been. The presentation will then consider the current role that English is playing as a lingua franca, with a particular focus on its role in the Association of Southeast Asian Nations (ASEAN) and East Asia. Examples of linguistic features of English as a lingua franca in Asia will be provided. These will be contrasted with linguistic features of vernacular varieties of English, varieties of world English and European ELF. Finally, possible implications of ELF in English language teaching, and the ‘multilingual model’ will be proposed. Suggestions on ways in which English/regional lingua francas and local languages might work together as languages of education will conclude the presentation.
The Charter of the Association of Southeast Asian Nations (ASEAN) was officially adopted in February 2009. Article 34 of the Charter states that, 'The working language of ASEAN shall be English'. In this article, I shall first briefly trace the development of English in ASEAN and demonstrate that, even in those countries of the ASEAN group, which were not colonies of Britain or the United States, English has become increasingly important. I shall show that, in almost all cases, the language policies of ASEAN countries require people to learn their respective national language and English. This combination of the learning of English is along with the national language, which can be a national lingua franca such as Bahasa Indonesia in Indonesia and Filipino in the Philippines. As a consequence, local and indigenous languages, other than the national language, are being replaced by English in many school curricula and in other domains. It is also rare to find government schools in ASEAN teaching the national languages of other ASEAN states. I shall conclude by considering the implications of this for multilingualism in the region.
