Using both a multivariate technique and a classic convergence analysis, we set out to test in an original way if the European Union (EU) regulation on greenhouse gas (GHG) emissions produced by urban road transport has generated a policy transfer process. By doing so, this paper attempts to fill the gap in research on ex-post analysis to assess whether the decisions taken at the EU level are actually transposed and implemented locally. The results obtained allow to document whether the EU regulation has stimulated the adoption of sustainable mobility policies for a selected group of Italian cities. The findings show that the processes of policy transfer may produce different effects if heterogeneity exists between cities or regions, even if they belong to the same country. Italian evidence demonstrates that northern cities are more actively drawing policy lessons. The study also reveals that large cities choose to look abroad more often than small municipalities. These results indicate that there may be institutional and economic variables that influence the transfer process
Solving the problem of the lack of environmental sustainability in transport activities requires the involvement of new technologies, particularly in populated cities where mobility activities play a major role in generating externalities. The move from cars powered by conventional internal combustion engines to cars powered by alternative energies can make an important contribution to reducing emissions and achieving a more sustainable transport system. Unfortunately, green car market development still remains uncertain because of the higher production costs of batteries and engines. In this context, surprisingly little attention has been devoted to analysing the economic factors affecting consumers' behaviour in the choice of hybrid electric vehicles. To fill this gap, the diffusion process of hybrid technology as well as intrinsic and extrinsic motivations and the crowding-out effect on consumers' purchasing decisions are taken under consideration. Finally, some policy recommendations are provided.
Abstract:From an environmental point of view, it is widely recognized in economic literature that an efficient management of regional airports produces positive effects both for congestion reduction in the larger airports and for better use of existing infrastructures. Regional airports generally suffer from economic vulnerabilities because of scarcity of traffic volume; besides, their small catchment areas often determine low cash flow levels. As a result, significant problems of economic sustainability arise. In this context, airport infrastructure providers have the incentive to hide failures in their strategic decisions, justifying the low share of cost recovery through market characteristics. By means of the DEA (Data Envelopment Analysis) method this paper analyses overall technical, pure technical, and scale efficiency of 34 Italian airports in the period 2006-2016 in order to investigate how a number of factors impact on the efficiency and economic sustainability of regional airports. Our findings reveal that airport size, presence of low-cost carriers and cargo traffic have a significant influence on the technical and scale efficiency of Italian airports. In other words, air transport privatization and deregulation can positively affect regional airport efficiency and sustainability. This is to say that the market mechanism is a useful tool in achieving regional airport sustainability even if the empirical analysis of the effects of privatization and deregulation is recommended for evaluating such political programs.
This paper reports on the factors associated with non-fatal urban-road accident severity. Data on accidents were gathered from the local traffic police in the City of Palermo, one of the six most populated cities in Italy. Findings from a mixed-effects logistic-regression model suggest that accident severity increases when two young drivers are involved, road traffic conditions are light/normal and when vehicles crash on a two-way road or carriageway. Speeding is more likely to cause slight or serious injury even when compared to a vehicle moving towards the opposite direction of traffic. An accident during the summer is more likely to result in a slight or serious injury than an accident during the winter, which is in line with evidence from Southern Europe and the Middle East. Finally, the severity of non-fatal accident injuries in an urban area of Southern Europe was significantly associated with speeding, the age of the driver and seasonality.
