Abstract:In Pakistan, excessive lowering of the groundwater table has made crop irrigation costlier and without improving production efficiency, Pakistan's rural economy will be adversely affected. This study estimated the technical, allocative, and groundwater use efficiency of wheat producers, identified the factors affecting their allocative efficiency, and suggested policy implications from these results. The data were collected from 84 tubewell owners, 65 tubewell shareholders, and 75 water buyers. The technical, allocative, and groundwater use efficiency were estimated by the Data Envelopment Analysis (DEA) method, and the important factors affecting the allocative efficiency were identified by two-limit tobit regression analysis. The results highlighted that the tubewell owners, tubewell shareholders, and water buyers had above 90% technical and groundwater use efficiency. However, allocative efficiency was substantially lower for all groups, indicating that wheat production costs could be significantly reduced by the optimal allocation of inputs. The allocative efficiency of wheat farmers decreased significantly with the increasing capacity of the tubewells, with the sharing of tubewells, and with the use of tractor-operated tubewells. The results imply that wheat farmers should be provided with technical and decision-making support to select an appropriate tubewell system that minimises their cost of production and improves their allocative efficiency. Furthermore, the resource allocation system of tubewell shareholders should be further studied to improve the allocative efficiency of wheat farmers.

A Mixed Interval Type-2 Fuzzy Best-Worst Macbeth Approach to Choose Hub Airport in Developing Countries: Case of Iranian Passenger Airports

Hub airports are the ones that model networks in which most journeys go via a few central points. Famous hub airports deliver positive social and environmental impact to the communities along with economic effects. This paper is about to investigate indicators related to hub performance excellence from various angles, considering leading hub airports performance while determining the priorities in order to help airports especially in developing countries to find the way of progress. A list of Key Performance Indicators (KPIs) is prepared from the literature, which is prioritized using Best-Worst Method (BWM). The weights of these criteria are specified via application of interval type-2 fuzzy BWM. Then using five most important criteria, MACBETH (Measuring Attractiveness by a Categorical Based Evaluation TecHnique) ranking approach is used to analyse 19 Iranian international airports and find the most appropriate one for being hub airport. The results show Kish airport with the International Civil Aviation Organization (ICAO) code “OIBK” is prior to other airports and can be chosen as the hub airport that means Iran airports holding company is suggested to focus more investments in this airport to gain fastest possible benefits of an international hub airport.

Impact of Health Human Resources on the Output Efficiency of Residents’ Health Status in China

Background: Along with the development of the Chinese economy, there has been an increasing demand for resident health care services. Human resources for health (HRH) are a cornerstone in the medical system and have a significant influence on the health status of residents. Methods: This study employed the data envelopment analysis (DEA) to explore the output efficiency of residents’ health status. The input variable was medical services and the output variable was the health status of residents. We examined aspects of the provincial and national dimensions in China and used a Tobit regression analysis to explore the impact of HRH on output efficiency scores. Results: We found that in the provincial dimension, all kinds of HRH (except for technicians) had a significantly positive impact on the output efficiency of residents’ health status. In the national dimension, licensed (assistant) doctors, registered nurses, and village doctors had a significantly positive effect on the efficiency in the “with surgical procedures” model. In the “without surgical procedures” model, the effect factors changed to registered nurses and pharmacists. Most importantly, pharmacists played a critical role in both the provincial and national output efficiency scores. For pharmacists, the influence coefficient was three times higher than licensed (assistant) doctors and 11 times higher than registered nurses.Conclusions: There is asymmetry between the demand for drug therapy and the lack of clinical pharmacists. Optimizing the allocation of HRH should be a top priority for healthcare systems and the government should adopt a long-term perspective.
