ÚvodZhoršovanie salda penzijných systémov v dôsledku demografi ckých zmien sa v poslednom desaťročí prenieslo do politických diskusií vo väčšine priemyselne rozvinutých ekonomikách. Budúci vývoj penzijných systémov, alternatívny dizajn viacpilierových penzijných systémov, optimálny dizajn z hľadiska udržania verejného dlhu pod kontrolou, ďalej z hľadiska charakteru medzi generačnej či medzi príjmovej solidarity, z hľadiska výšky budúcich penzií dôchodcov i zásluhovosti, to všetko sa stalo jednými z kľúčových politických tém aj v Európe. Diskusie sa začali rozvíjať ešte v období, kedy väčšina vyspelých štátov Európy a sveta prechádzala fázou priaznivého rastu výkonnosti ekonomiky, nezriedkavých prebytkov v hospodárení jednotlivých vlád, ale aj dlhodobo stabilným rastom výkonnosti fi nančných trhov, portfólií a fondov.Jednou z hlavných príčin, obáv z budúceho narastania nerovnováh penzijných systémov a následne aj ich reforiem boli v tomto období "zlatého veku" svetovej ekonomiky najmä starnutie obyvateľstva a fi škálne negatívne trendy v jeho vekovej štruktúre.1 Penzijné systémy viacerých štátov, vrátane SR, 2 prešli v období dobrých vyhliadok v ďalší rast svetovej ekonomiky 3 transformáciami, založenými najmä na:1 Štúdie (napr. Svetová banka, 1994) poukazovali na dôsledky starnutia populácie, ktoré budú mať komplexné ekonomické dôsledky. So starnutím populácie a klesajúcim prirodzeným prírastkom obyvateľstva súvisí najmä pokles počtu pracovných síl, mení sa štruktúra spotreby a úspor obyvateľstva, čím sa mení rozloženie a štruktúra bohatstva v spoločnosti. Uvedené zmeny majú vplyv na vývoj reálnej ekonomiky a jej výkonnosť môžu spomaliť hospodársky rast a tiež môžu zásadne ovplyvniť príjmovú a výdavkovú stranu penzijných systémov.
