The rise of innovations in the public sector creates something new in delivering public services. This study aims to analyze value-added in the practices of service innovation in the public sector. Drawing on desk research method, this study uses secondary data from literature sources. Innovation becomes a way to create value-added in public service sphere. This study concludes that some innovations created in the integrated service units in Pontianak Municipality and Tanah Bumbu District are included in innovation process which delivers efficiency and easiness values for the users of SITU, SIUP and TDP services. The innovation in the two service agencies has succeeded to reduce service delivery duration and minimized the occurrence of opportunity lost among citizens so that the innovation creates public value. Furthermore, those innovation practices demonstrate that there is an adjustment of network community governance in the process of public service administration.
Critical thinking and creative thinking are important dimension in teaching of 21st century to facing the challenges of the industrial revolution 4.0. The aim of this research was to analyze undergraduate preservice teachers’ critical and creative thinking skills on a biochemistry course. It was conducted using case study to analyse real circumstance that happened in biochemistry course. The instruments was observation sheet, test items of critical thinking skills, test items of creative thinking skills and questionnaires were used to determine the responses students towards learning activity. Participant was 30 undergraduate preservice chemistry teachers in 2015. The finding of this research showed that biochemistry course only emphasizes on critical thinking skills and not provided briefing creative thinking skills. This means that the biochemistry course has not showed students’ balance skills on critical and creative thinking skills. This study suggest that need further research to develop a biochemistry program who can improve students’ critical thinking and creative thinking.
This article analyses organizational reform policy at National Institute of Public Administration (NIPA) in Indonesia. Drawing on Bacchi's WPR approach to policy analysis, this article aims to interrogate represented problem that is supposed to address. This study finds out that innovation is the most important issue that the policy attempts to address. The policy also responds bureaucratic problem in this country that is poor in creating breakthroughs. Although this organizational reform succeeds to reduce the structure but it also creates a new division of innovation which has tasks to endorse and promote innovation practices. Such tasks are actually available to be embedded in the research division.
This paper aims to discuss problematizations of discretion issue in the Administration Law 2014. Discretion is one of some discussed issues in the Administration Law which provides a legal guidance for bureaucrats to conduct their jobs. Drawing on Bacchi's WPR (What is problem represented to be?) approach to policy analysis, this paper interrogates what 'problem(s)' is (are) produced in the policy document, what presuppositions are used as arguments to support the 'problems', what left as unproblematic issue that is absence in the policy problematizations, and what effects are produced by the 'problem' representation. The paper finds out that rules and procedures are the key concepts which assumed as policy 'problems' related to discretion issue. Neglecting the certain rules and procedures will be considered as doing illegal action. Only public managers have the discretionary power or managerial discretion, but in a limited room, because of upper manager's intervention. However, this discretion policy remains an inefficient and rigid process in facing certain situation because, in exercising discretion, they have to obey certain rules and procedures. In addition, staffs do not have discretionary authority within their jobs although they might also face some certain situation which needs to make decisions.
Penelitian ini bertujuan untuk mengetahui pengaruh pembelajaran matematika melalui penerapan modelpembelajaran Talking Stick di Sekolah Dasar dengan materi penjumlahan terhadap siswa kelas 1 SD NegeriNo 9 Bone-Bone Kabupaten Takalar. Desain penelitian ini adalah pra-experiment design dengan jenis onegroup pretest-posttest design yaitu sebuah experiment yang dalam pelaksanaannya melibatkan satu kelassebagai kelas eksperimen. Adapun cara pengambilan sampel yaitu dengan sampling jenuh. Populasinyaadalah siswa kelas 1 SD Negeri No 9 Bone-Bone Kabupaten Takalar sebanyak 27 siswa.Adapun teknikpengumpulan data dalam penelitian ini yaitu tes dan observasi. Hasil dalam penelitian menunjukkanbahwa skor rata-rata hasil belajar matematika materi penjumlahan di kelas 1 SD Negeri No 9 Bon-BoneKabupaten Takalar sebelum penerapan model pembelajaran Talking Stick diperoleh hasil 64,81 sedangkansetelah dilaksanakan perlakuan dengan penerapan model pembelajaran Talking Stick dengan materi yangsama di peroleh skor rata-rata 80,74. Sehingga dapat disimpulkan terjadi peningkatan hasil belajar siswakelas 1 SD Negeri No 9 Bon-Bone Kabupaten Takalar dengan nilai rata-rata Gain ternomalisasi 0,51terdapat dalam kategori sedang.
Indonesian Village Law No. 6/2014 mandates village to be a self-governing community and local self-government. Based on the law, village government conducts governmental administrative business, local development, fostering village societal, and empowering local people. To support the tasks, it is allowed to raise funds from various sources. This paper aims to investigate any problem and possible solutions to strengthen village capacity in order to achieve the village law vision. This research was conducted in Kutai Kartanegara (Kukar) Regency, Indonesia. It used a qualitative approach and the data were collected in several ways, i.e. focus group discussion, interview, secondary data, and observation. The study showed that village governments have no authority to design their own organizations, because the designs are prepared by central and local governments in detail. Moreover, lack of competence among village government staffs and financial dependency also make village governments rely on supports from central and local governments. It concludes that high intervene from upper governments make the village governments have limited room to manage their organizations. Secondly, policy disharmony among ministers also makes them in a dilemma about which one should be followed. Thirdly, various limited upon villages consequently makes them highly depend on supports, especially financial supports, from higher levels of government. Therefore, some actions need to be taken, such as reducing intervention, synchronizing policies among ministries, strengthening village organization and staffs, and optimizing the role of local government agency and stakeholders to take part in the village development process.
This study aims to provide an overview of the extent of the influence of strategic leadership and financial management on the quality of junior high school education. The research approach used a descriptive method with a correlational quantitative approach. From the research results, three basic findinelmrgs were found: (1) strategic leadership has a significant influence on the quality of education by 43.5%, (2), financial management has a significant effect on the quality of education by 32.6% and (3) strategic leadership and financing management provide a significant influence simultaneously and complement each other to increase the quality of education by 60.4%. Thus, it is obtained a description that the strategic leadership and financial management factors have an impact and have a strong influence on improving the quality of education, especially in junior high school education units. The implication is that efforts to improve the quality of education do not always have to focus on issues of educational facilities and infrastructure, curriculum diversification, teacher quality or education budgets. Solving the problems mentioned above is indeed important, but it is also necessary to strengthen strategic leadership and financing management in educational units supported by a shared determination to implement it.
<p>Pendidikan multikultural memiliki peranan penting dalam masyarakat yang semakin heterogen dan global saat ini untuk memberikan pembekalan pada aspek keberagaman, pembentukan identitas diri, keterampilan antar budaya, dan mencegah diskriminasi atau konflik. Tujuan dari penelitian ini yaitu untuk mengetahui implementasi pendidikan multikultural dan faktor-faktor yang mendukung serta menghambat proses implementasi pendidikan multikulural di SD Negeri Ngupasan Yogyakarta. Penelitian ini merupakan penelitian kualitatif deskriptif. Subjek pada penelitian ini adalah kepala sekolah, guru, dan siswa SD Negeri Ngupasan. Teknik penelitian yang digunakan yaitu observasi dan wawancara. Teknik keabsahaan data menggunakan triangulasi sumber dan metode. Teknik analisis data menggunakan model Miles dan Huberman. Hasil penelitian ini menunjukkan bahwa implementasi pendidikan multikultural dilaksanakan dalam kegiatan pembelajaran dan kegiatan pengembangan diri. Pelaksanaan kegiatan pembelajaran meliputi perencanaan, pelaksanaan, dan evaluasi pembelajaran. Sedangkan pelaksanaan dalam kegiatan pengembangan diri meliputi kegiatan bimbingan konseling, kegiatan ekstrakurikuler, dan kegiatan pembiasaan rutin serta pembiasaan terprogram. Faktor yang mendukung implementasi pendidikan multikultural di SD Negeri Ngupasan Yogyakarta yaitu lingkungan sekolah, kurikulum sekolah, sarana prasarana sekolah, kegiatan sekolah, dan kerjasama semua komponen sekolah. Sedangkan, faktor yang menghambat berupa pola asuh orangtua, kurangnya media pembelajaran yang digunakan guru, dan kurangnya poster-poster atau tulisan-tulisan tentang keragaman dan nilai-nilai multikultural di sekolah.</p><p><strong> </strong></p><p><strong>Kata kunci:</strong> Implementasi, Pendidikan Multikultural</p><p> </p>
