Tujuan penelitian dengan maksud menggambarkan dan menginterprestasikan masalah yang berkaitan dengan partsipasi masyarakat dalam mewujudkan e-KTP di kecamatan Kepulauan Sangkarrang. Data diperoleh dengan menggunakan teknik pengumpulan data dengan cara observasi, wawancara, studi kepustakaan, penelusuran data online, dan dokumentasi. Teknik analisis data pada penelitian ini dilakukan secara cermat sesuai dengan metode penelitian ilmiah berdasarkan konsep analisis data yang digunakan pada metode penelitian kualitatif. Hasil penelitian menunjukkanProses pengurusan pembuatan e-KTP di kecamatan Kepulauan Sangkarrang kota Makassar dilakukan dengan berdasar kepada beberapa indikator. Para pegawai sebagai implementator melaksanakannya dalam tiga konsep yaitu landasan hukum, sosialisasi, dan pendanaan. Secara garis besar ketiga hal tersebut berdasarkan hasil penelitian menunjukkan bahwa semua proses tersebut berjalan dengan baik dan tidak terdapat kendala yang berarti kecuali pendanaan. Sementara itu faktor-faktor yang mempengaruhi pembuatan e-KTP di kecamatan Kepulauan Sangkarrang yang berdampak kepada partsipasi masyarakat adalah komunikasi, sumber daya, sarana dan prasarana dan kondisi geografis. Pada kegiatan komunikasi antara pemerintah sebagai penyelenggara dengan masyarakat yang ada di kecamatan Kepulauan Sangkarrang sudah dilakukan dengan baik. Hal yang sama juga dengan ketersediaan sumber daya dimana berada pada posisi yang cukup baik. Sementara itu yang cukup berpengaruh dalam mewujudkan partisipasi masyarakat yang ada di kecamatan Kepulauan Sangkarrang dalam pembuatan e-KTP adalah persoalan sarana dan prasarana serta kondisi geografis. Persoalan sarana dan prasarana dalam hal ini adalah jaringan listrik dan internet yang sering bermasalah bahkan di kecamatan ini, jaringan listrik untuk umum hanya dinyalakan pada malam hari. Sementara itu kondisi geografis daerah ini yang dibatasi laut antara pulau yang satu dengan pulau lainnya yang sangat berpengaruh. Hal ini dikarenakan transportasi mereka ketika akan mengurus ke kantor kecamatan menggunakan perahu atau kapal nelayan, yang sewaktu-waktu jika cuaca kurang bagus sangat berisiko. The aim of this research is to describe and interpret those related to community participation in realizing e-KTP in Sangkarrang Islands district. The data were obtained by using data analysis techniques by means of observation, interviews, literature study, online data search, and documentation. The data analysis technique in this study was carried out carefully with scientific research methods based on the concept of data analysis used in qualitative research methods. The results showed that the process of making e-KTP in the Sangkarrang Islands district, Makassar city was carried out based on several indicators. The employees as implementers carry it out in three basic concepts, which are law, socialization, and concerts. Broadly speaking, the three things are based on the results of the research showing that all these processes are running well and nothing is excluded. Meanwhile, the factors that influence the making of e-KTPs in the Sangkarrang Islands district that have an impact on community participation are communication, resources, facilities and geographical conditions. Communication activities between the government as the organizer and the people in the Sangkarrang Islands district have been carried out well. This is also same as the resources which are in a fairly good position. Meanwhile, what is influential in realizing community participation in the Sangkarrang Islands district in making e-KTP is the problem of facilities and infrastructure as well as geographical conditions. The problem of facilities and infrastructure in this case is the electricity and internet networks which are often problematic. Even in this district, the public electricity network is only turned on at night. Meanwhile, the geographical conditions of this area limited between one island and another are very influential. This is because their transportation when they go to the district office is by boat or fishing boat, which sometimes when the weather is not good is very risky
This article discuss about the level of effectiveness of public services One Stop Investment Service and Integrated Services regarding the management and issuance of Building Permit at Bulukumba Regency. The Office of Investment and Integrated Services (DPMPTSP) with the service unit for the management and issuance of the Buidling Permit is in the category of the most visited by the people in Bulukumba Regency. This condition has an impact on the high frequency of public services that occur in these service units, so it is necessary to know the level of service effectiveness. This study used a survey approach to employees of the Building Permit Service Unit and the community who use the Building Permit service. The data collection technique used a questionnaire. The data analysis technique used frequency tabulation and a Likert scale as the rating scale. Overall, the results of this study indicate that the level of effectiveness of public services at the Investment and Integrated Services Office is in the 'Good' category or the 'Effective' category. The conclusion of this study is that basically public services at the Investment and Integrated Services Office have been going well and have received a good response from the community who use Building Permit services even though this still requires maximum efforts from the local government of Bulukumba Regency to improve these services.Artikel ini membahas tentang tingkat keefektifan pelayanan publik pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Bulukumba terkait pengurusan dan penerbitan IMB. Dinas Penanaman Modal dan Pelayanan Terpadu (DPMPTSP) dengan unit layanan pengurusan dan penerbitan IMB terkategori paling ramai dikunjungi masyarakat. Kondisi tersebut berdampak pada tingginya frekuensi layanan publik pada unit layanan tersebut sehingga perlu diketahui tingkat efektifitas pelayanannya. Penelitian ini menggunakan pendekatan survei terhadap pegawai pada Unit Layanan IMB dan masyarakat pengguna layanan IMB tersebut. Teknik pengumpulan data menggunakan angket. Teknik analisis data menggunakan tabulasi frekuensi dan Skala Likert sebagai skala penilaian. Secara keseluruhan, hasil penelitian menunjukkan bahwa tingkat efektifitas pelayanan publik pada Dinas Penanaman Modal dan Pelayanan Terpadu terkategori ‘Baik’ atau terkategori ‘Efektif’. Kesimpulan penelitian ini adalah pada dasarnya pelayanan publik pada Dinas Penanaman Modal dan Pelayanan Terpadu telah berlangsung baik dan mendapat respon yang baik dari masyarakat pengguna jasa pelayanan IMB meskipun hal tersebut masih memerlukan upaya maksimal dari pemda Kabupaten Bulukumba untuk meningkatkan pelayanan tersebut.
Background: In the process of presenting information so that leaders can make decisions and plan policies, there must be good systems and work procedures in the archives sector. An institution, be it a state or private institution, will not be able to provide good, complete and accurate information data, if the institution does not have good and regular archive management. Aim: Unveiling and analyzing the performance of archival management services of the Polewali Mandar’s District Department of Public Works and Spatial Planning Office and the obstacles encountered in optimizing service performance carried out by the archives section of the Polewali Mandar’s Department of Public Works and Spatial Planning Office. Method: This study used a qualitative descriptive approach. Data collection techniques were observation at the Polewali Mandar’s Department of Public Works and Spatial Planning, interviews with staff at the department, and documentation (Online and offline). Data analysis was carried out through data reduction, data display, conclusion drawing, and data verification. Findings: The human resources are still very lacking, and understanding and knowledge about archive management is still very minimal, shrinkage of an archive in the office has never been done because of the lack of knowledge of employees in managing archives, there are cultural factors of bad habits that cause the absence of responsibility and discipline that causes a deterioration in employee performance. This factor is a bad example for other employees so that the sustainability of poor performance is inevitable and has an impact on employee work results.
Penelitian ini bertujuan untuk mengkaji, menganalisis dan menginterpretasi serta melihat fenomena yang ada dan apa yang akan diperlukan terkait dengan efektivitas kebijakan dan strategis dalam memberdayakan pegawai melalui pengamatan atau analisis guna mendapatkan temuan-temuan dalam mengembangkan potensi yang dimiliki oleh setiap pegawai dengan tetap mengacu kepada pendekatan konsep manajemen sumber daya manusia dan perilaku organisasi yang mengarah kepada peningkatan pegawai secara keseluruhan. Variabel dalam penelitian ini adalah lingkungan Kerja (X1), Motivasi (X2), Kompetensi (X3) dan Kinerja (Y) yang diukur dengan skala Likert. Populasinya adalah pegawai Badan Kesbangpol Provinsi Sulawesi Selatan yang berjumlah 60 orang. Penelitian ini menggunakan sampel jenuh. Teknik pengumpulan data yang digunakan adalah angket dan dokumentasi. Teknik analisis data yang digunakan adalah analisis keabsahan data dan analisis statistik data dengan menggunakan program SPSS 20.0 for windows. Hasil penelitian ini menunjukkan bahwa Lingkungan Kerja, Motivasi dan Kompetensi, parsial maupun simultan berpengaruh signifikan terhadap Kinerja pegawai pada Badan Kesbangpol Provinsi Sulawesi Selatan. Motivasi memberikan pengaruh dominan terhadap Kinerja pegawai pada Badan Kesbangpol Provinsi Sulawesi Selatan dibandingkan dengan variabel Lingkungan Kerja dan Motivasi. Jadi dapat ditarik kesimpulan bahwa hipotesis diterima. This study aims to examine, analyze, interprete and observe the existing phenomenon and what will be needed related to the effectiveness of policies and strategies in empowering employees through observation or analysis in order to figure out how to develop the potential possessed by the employees while still referring to management concept of human resources and organizational behavior that lead to the overall employee improvement. The variables in this study are the Work Environment (X1), Motivation (X2), Competence (X3) and Performance (Y) which are measured using Likert scale. The population of this study are the employees of the National Unity and Politics Agency of South Sulawesi Province, totaling 60 people. This research uses saturated samples. Data collection techniques used were questionnaires and documentation. The data analysis technique used is data validity analysis and statistical data analysis using the SPSS 20.0 for windows program. The results of this study indicate that the Work Environment, Motivation and Competence, partially and simultaneously, have a significant effect on employee performance at the National Unity and Politics Agency of South Sulawesi Province. Motivation has a dominant influence on employee performance in the National Unity and Politics Agency of South Sulawesi Province compared to the Work Environment and Motivation variables. So it can be concluded that the hypothesis is accepted.
Penelitian ini bertujuan untuk: Mengetahui dan menganalisis pengaruh kepemimpinan dan lingkungan kerja terhadap semangat kerja ASN di Sekretariat Daerah Kabupaten Majene dan mengetahui variabel dominan yang mempengaruhinya. Penelitian ini dilakukan dengan menggunakan pendekatan survei dan menyebar kuesioner untuk menganalisis fakta dan data-data yang menunjang keterangan yang diperlukan untuk mendukung pembahasan penelitian. Sedangkan jenis penelitian adalah deskriptif kuantitatif yaitu menguraikan dan menjelaskan tentang pengaruh kepemimpinan dan lingkungan kerja terhadap semangat kerja ASN di Sekretariat Daerah Kabupaten Majene. Hasil penelitian menunjukkan bahwa: Kepemimpinan berpengaruh positif dan signifikan terhadap semangat kerja ASN di Sekretariat Daerah Kabupaten Majene; Lingkungan kerja berpengaruh positif dan signifikan terhadap semangat kerja ASN di Sekretariat Daerah Kabupaten Majene, artinya lingkungan kerja semakin baik dan kondusif, maka semangat kerja ASN juga akan meningkat. Dari kedua variabel tersebut, variabel kepemimpinan memiliki pengaruh yang dominan terhadap semangat kerja ASN di Sekretariat Daerah Kabupaten Majene, karena memiliki nilai beta yang lebih besar dibandingkan dengan variabel lainnya. This study aims to: Know and analyze the influence of leadership and work environment on the morale of ASN at the Regional Secretariat of Majene Regency and to determine the dominant variables that influence it. This research was conducted using a survey approach and distributing questionnaires to analyze facts and data that support the information needed to support the research discussion. While the type of research is quantitative descriptive, which describes and explains the influence of leadership and work environment on the morale of ASN at the Regional Secretariat of Majene Regency. The results showed that: Leadership has a positive and significant effect on the morale of ASN in the Regional Secretariat of Majene Regency; The work environment has a positive and significant effect on the morale of ASN at the Regional Secretariat of Majene Regency, meaning that the work environment is getting better and conducive, so the morale of ASN will also increase. Of the two variables, the leadership variable has a dominant influence on the morale of ASN at the Regional Secretariat of Majene Regency, because it has a beta value that is greater than the other variables.
