Abstract-The main purpose of this study is to present the quality of citizens participation in the process of local development in Kutai Kartanegara Regency. It is argued that four main aspects of participation namely access, awareness, control and benefit are the key in determining the quality of participation. By examining these four aspects, it is found that the quality of citizens participation in Kutai Kartanegara refers to placation leader, where the quality of participation at this level is just merely formalism. In other words, the government sets opportunity for dialogue with people to propose program in development process, but it just aims to gain support from the community without any burden to realize the proposed program.
Citizenship is a core value of a democratic system that shapes political behavior of community members to be actively involved in the decision-making process and promote collaboration and reciprocity. However, we do not know how to assess the quality of the citizenship of our community. We need a method to analyze the degree of citizenship quality in order to ensure a sustainable and democratic environment. Th is study proposes a Citizenship Index based on the citizenship concept of Bellamy ( 2008) for measuring the degree of citizenship. Bellamy (Ibid) addresses three main indicators of citizenship: membership of a political community; collective duties and rights as a consequence of membership; and participation in the social and political process. Th e study was conducted in September-October 2016 using a survey method and 429 respondents who are citizens of Makassar City, Indonesia were interviewed. Based on the three variables of Bellamy's citizenship concept, this study found that the citizenship quality of Makassar citizens is active and strong in terms of getting engaged in development programs of the Makassar government. Moreover, Makassar citizens are altruistic and eager to collaborate with people from ethnicities and religious backgrounds. Th is method can help decision-makers to analyze and map the citizenship quality of a particular community as a consideration in formulating and implementing further public policies.
The number of voters is an essential element in the legitimacy of a democratic regime. There are various factors that may influence voter turnout in elections; among other factors particularly is electoral management in voter's registration. The problem of voters' data has always been a scourge in every general or local election due to poor population data management in Indonesia. Hence, the General Elections Commission (KPU) responded to this issue with a number of policies to increase the number of voter participation in all elections, especially for those who have not been registered properly. The Commission made a specific regulation to allow voters who were not registered in the voter lists (DPS) to use their ID card (KTP) or other legal documents in voting. This study used qualitative methods in five regions in the South Sulawesi Province that conducted the 2015 local election. This study explores the dynamics of voters using ID card or other legal documents by identifying their reasons and characteristics in using KTP as well as examining the responses of the local election institutions regarding this policy. This condition tends to apply to countries in the transitional period of democracy where the electoral administration system has not been properly regulated. The causes include the failure of administrative systems of management and population data collection with e-KTP system in Indonesia. The study of local government innovation in arts development aims to comprehensively reveal and explain the forms of innovation applied by the Bantaeng Regency Government in accelerating agricultural development in the fields of horticulture, plantations and animal husbandry. This study uses a descriptive qualitative approach with phenomenological research to describe and explain the contribution of agricultural innovation in improving farmer welfare and food security in Bantaeng Regency. To obtain valid information, informants are determined by purposive sampling.To government officials and farmer groups involved in the fields of horticulture, plantations and animal husbandry with the hope that the interviewed informants and the implementation of the FGD understand the substance of the problem. The results of the study show that there are two main reasons for local governments to innovate in the agricultural sector, including the increasing population of 187,626 people. and agricultural land is increasingly limited, covering an area of 27,074.45 hectares. There are thirteen innovations implemented in accelerating agricultural development in Bantaeng Regency. these agricultural innovations include: regency producing seed technology based movement cropping systems legowo-21, agro-area development, enterprises owned by village , agricultural products processing, development engineering insemination cattle, utilizing waste livestock for biogas in rural areas, utilizing food waste for livestock feeding, breeding Bantaeng taro, cultivating special durian without aroma and season, cattle business insurance, rice planting insurance, guaranteed availability of fertilizers and seeds.
This study is part of a two-years research on youth radicalisme and socioreligious intolerance in social media. It is aimed to map the aspects of radicalism and intolerance; and to assess the degree of radicalism and intolerance in the use of social media by young generation. The current result shows that there is strong correlation between youth attitudes in real and virtual worlds. In general young generation is relatively tolerant towards various social groups in both real life and cyberspace, with an exception to LGBT people. The study also reveals that discrimination against Chinese remain significant though not in majority among young Indonesians.
