Measuring Quality of Citizens' Participation in Local Development

Abstract: Abstract-The main purpose of this study is to present the quality of citizens participation in the process of local development in Kutai Kartanegara Regency. It is argued that four main aspects of participation namely access, awareness, control and benefit are the key in determining the quality of participation.
