ABSTRACT. This paper illustrates a benchmarking study concerning the healthcare systems in 32 European countries as of 2011 and 2014. Particularly, this study proposes a two-dimensional approach (efficiency/effectiveness models) to evaluate the performance of national healthcare systems. Data Envelopment Analysis has been adopted to compute two performance indices, measuring efficiency and effectiveness of these healthcare systems. The results of the study emphasize that the national healthcare systems achieve different efficiency and effectiveness levels. Their performance indices are uncorrelated and behave differently over time, suggesting that there might be no real trade-off between them. The healthcare systems' efficiencies remain generally stable, while the effectiveness values significantly improved from 2011 to 2014. However, comparing the efficiency and effectiveness scores, the authors identified a group of countries with the lowest performing healthcare systems that includes Ukraine, Bulgaria, Switzerland, Lithuania, and Romania. These countries need to implement healthcare reforms aimed at reducing resource intensity and increasing the quality of medical services. The results also showed the benefits of the proposed approach, which can help policy makers to identify shortcomings in national healthcare systems and justify the need for their reform.JEL Classification: C14, H51, I18, M40
The objective of this study is the identification of specific national aspects that influence the alternative motor fuel usage. Empirical and statistical data have been used. For economical estimation of fuels, mathematical and economic modelling was used. World progress of society and the use of power resources trends have been shown. It is determined, that the last years' bioethanol production growth is almost stable. But biodiesel production has been slowing down. Efficiency of biofuels utilisation has been analysed. Biofuels production is most developed in countries which have favourable climate conditions, high developed agriculture, enough agricultural area and government support. General and specific barriers for biofuel usage have been examined. Regions of concentrated alternative fuels use have been revealed. Modern economic factors which influence on a production and applications of alternative fuels have been shown. Basic national features have been revealed.
PurposeThe paper aims to research the capability of using the tools of domestic and international performance benchmarking for estimation of efficiency, determine its key factors and reveal the full reserves of inputs reduction and potential growth efficiency for gas distribution companies.Design/methodology/approachIn the research, three models of data envelopment analysis (DEA) and other tools of performance benchmarking are used to analyse the efficiency of gas distribution companies. Some factors are examined for their impact on efficiency. There are the scale, regional location, property category and other endogenous and exogenous factors. The results are based on the samples of 54 Ukrainian and 20 US gas distribution companies.FindingsInternational benchmarking vastly expand performance improvement for domestic companies. The results of analysis and tools of this research allows to widen the capability of reduced consumption of various inputs by 10 per cent and provide the general gain of Ukrainian gas distribution company's and industry efficiency two times as much.Research limitations/implicationsThe research is limited by single industry and by relatively short data set. The former is explained by requirement of technology (product and service) homogeneity when using DEA tools. The latter is connected with specificity of the industry and generally little numbers of firms in it.Practical implicationThe results of researching contain the data and recommendations to optimal scale, best proprietors makeup, specific reserves of input reduction for each company that was analysed. These results can be practicable for companies' management, present and potential investors and proprietors, regulative public authority. It is possible to use results of this research to make benchmarking for the other industries.Originality/valueThis is the first paper that adopts the various DEA models for measuring of efficiency in gas distribution industry of Ukraine and the tools of international benchmarking for Ukrainian and US companies.
PurposeThe paper aims to devote itself to the researching of the changes in firm efficiency in consumer goods industry under the political changes and tightening of competition. This study has for an objective the estimation of the consequences of changes in policy on firm efficiency and the development the ways of improving of the efficiency of both separate firms and the whole industries.Design/methodology/approachThe industrial efficiency is measured by data envelopment analysis (DEA). The change of efficiency by reason of political events during 2004/2005 is evaluated by the Malmquist total factor productivity index. Some firm attributes are examined for their impact on efficiency. They are firm size, regional location and property category. The results are based on a sample of 336 Ukrainian firms of consumer goods industry.FindingsSharp socio‐oriented reforms that promoted the rise of public welfare, led to many negative economic trends. But the impact of political changes on industrial efficiency was multivalued. The political changes had positive influence on efficiency of beverages and food industry and negative on light industry efficiency. The manufacture of food, textiles, wearing apparel and leather products is among the lowest efficient industrial activities in Ukraine and need to be improved. The empirical results reveal the influence of firm size, regional location and property category on firm efficiency.Research limitations/implicationsThe research is limited by three main consumer goods industries and by relatively short data set. The former explains that they are the most socio‐oriented industries and kindle researcher interest under the changes of socio‐economic policy. To the latter belong high requirements to the data and necessity to avoid the data errors in DEA. Therefore the input‐output data, reliability of those are proved by the audit reports, are considered here.Practical implicationsThe paper examines the impact of sharp political changes on industrial efficiency. Through the results of the analysis the recommendations for the decision making for the purpose of efficiency‐improving in the consumer goods industry of Ukraine were formulated.Originality/valueThis is the first paper that adopts DEA for measuring of efficiency in consumer goods industries of Ukraine under political changes.
Purpose -The purpose of this paper is to investigate the use of competitive and international performance benchmarking in order to estimate efficiency, determine key factors, find the internal and foreign benchmarks, and reveal the full reserves of inputs reduction and potential growth efficiency for brewing companies. Design/methodology/approach -Data envelopment analysis (DEA) and other tools of performance benchmarking are used to analyse the efficiency of brewing companies. Some key factors are examined for their impact on efficiency: the scale, regional location, proprietors and other endogenous and exogenous factors. The results are based on the samples of 34 Ukrainian brewing companies and 20 foreign brewing companies. Findings -Only one domestic company can be recognized as a world-class efficient company. The proprietors, location and the scale factors exert sufficient influence on efficiency of the brewing companies. The international benchmarking allows to widen essentially the capability of reduced consumption of various inputs and provides considerable benefit to Ukrainian breweries and industry efficiency. Some variants for improving of the efficiency of Ukrainian breweries and industry, including cooperation, mergers or friendly acquisitions, are proposed.Research limitations/implications -The research is limited by single industry that is explained by requirement of technology (product) homogeneity while using DEA tools. Practical implications -The results of the study contain data and recommendations that can be practicable for brewing companies' management, present and potential investors and proprietors. The foreign and domestic benchmarks most suitable for benchmarking implementation are established for each of the Ukrainian brewing companies. Originality/value -This is the first study that adopts the various DEA models for measuring of efficiency in the brewing industry with the tools of competitive and international benchmarking.
