The purpose of the study was to assess the efficiency and accessibility of microcredits for small Ukrainian enterprises and to justify the feasibility of strengthening government contributions in lending to ensure the sustainable development of small businesses. Indicators for evaluating the efficiency and accessibility of microcredits are systematized. Methodological approaches to assessing the efficiency of lending for the creation and development of microenterprises have been improved. A model for evaluating the efficiency of microcredits aimed at the survival of microenterprises in a deteriorating environment was developed. It has been revealed that the level of efficiency of microcredit creation for firms in some time intervals depends quadratically on the share of microcredits in the total amount of funds directed to the creation of firms. A linear relationship between the relative amount of credit received and the growth rate of firms’ assets has also been established. However, there is no significant impact of the microcredit’s amount on labor productivity. A method has been developed for evaluating the budgetary efficiency of microcredits when such a lending is carried out using funds from state or local budgets. It was found that improving these lending conditions through budget financing can significantly increase its attractiveness for microenterprises without significantly reducing the budgetary efficiency of microcredits. This article substantiates the need to strengthen state support for microcrediting of small Ukrainian enterprises in the context of the COVID-19 pandemic.
The study is devoted to the problem of analysis and forecasting of the effectiveness of the results of enterprises to ensure production and economic reserves to intensify innovation and investment development in the context of monitoring the state of their economic potential. It is the basis for the formation of endogenous and exogenous capabilities of the enterprise, aimed at achieving targeted results in each area of its activities. Creating favorable conditions for economic growth of enterprises based on the intensification of innovation and investment development requires the effective implementation of production programs using the financial component of economic potential.
Based on the analysis of methodological tools for evaluating the activities of a mining and processing enterprise, formed a comprehensive methodology for quantitative and qualitative assessment of actual and projected values of performance indicators of the enterprise. It is based on determining the statistical probability of achieving a positive level of the indicator, the probability of its falling into a given interval of deviation from the recommended allowable values and an integrated assessment of the financial component of economic potential.
Approbation of the developed technique is carried out within the limits of the express analysis of effective indicators of efficiency of activity of mining and processing enterprises. The results showed that with high reliability of the forecast (more than 0.85), the recommended values of the level of margin to achieve the desired efficiency are in the range of 8÷10 %. Within a sufficient level of reliability of the forecast (not less than 0.75), the recommended values of this margin are 10÷24 %. In this case, the integrated indicator of the assessment of the financial component should be more than 0.3
Social responsibility represents such a system of relations in the "state - society - business" system, which involves the search and use of a system of motives and incentives for the private sector (business) to take into account the interests of society in its activities, ensuring compliance with social standards in work with personnel. Functioning in conditions of limited resources, both the state and the corporate sector are forced to use available resources more rationally, in particular, human capital, the level of return of which is currently defined as extremely low in Ukraine. That is why the category of human capital needs additional study. The purpose of the article is to identify the features of human capital as an object of social responsibility of business and government in the context of its influence on the quality of the enterprise, its competitiveness. At the same time, such general research methods as analysis and synthesis were used. In the course of the study, the subjects of public policy were identified, one of which is the corporate sector, which through market mechanisms forms the economy of the state, determines its resource capabilities for carrying out this or that policy. This forces us to combine the efforts of the state and business in order to make more effective management decisions. Such socially responsible behavior encourages rational use of resources, one of which is human capital. The article defines the role of human capital; ratio of human capital categories of the enterprise and individual employees; the quality of human capital, manifested in the ability to innovate, and its impact on the innovativeness of the enterprise; issues of personnel development.
