Este artículo repasa algunas de las principales características de las políticas orientadas a instaurar una mayor igualdad de género, discutiendo, en líneas generales, cuatro grandes categorías identifcadas en la literatura: a) las políticas de acción afrmativa, b) las políticas para las mujeres, c) las políticas con perspectiva de género y, finalmente, d) las políticas de transversalización de género –conocidas por su término en inglés, gender mainstreaming–. Dichas políticas difieren en sus enfoques teóricos y en sus metodologías de intervención. Además, este artículo discute sus efectos imprevistos e inesperados. A modo de conclusión, examinamos qué aspectos de cada una de estas líneas de acción podrían combinarse en una plataforma de políticas mayor en aras de promover intervenciones estatales capaces de instaurar un Estado democrático de género.
Despite the global upsurge of youth-fueled mass mobilization, the critical question of why new generations may be eager to join established movements is under-explored theoretically and empirically. This study contributes to theories of feminist generational renewal in particular. We examine the longer-term movement context and more proximate strategies that have enabled young women to participate steadily in a cycle of protest, alongside more seasoned activists, due to a process of feminist learning and affective bonding that we call “productive mediation.” We focus on the Argentine Ni Una Menos (Not One Less) massive yearly march, which, since its onset in 2015, demonstrates that feminist activists have achieved the sought-after goal of fostering a highly diverse mass movement. These large-scale mobilizations against feminicide and gender-based violence gain much of their energy from a strong youth contingent, so much so that they have been called “the Daughters’ Revolution.” We show that these “daughters” have been welcomed by previous generations of feminist changemakers. Drawing on original qualitative research featuring 63 in-depth interviews with activists of different ages, backgrounds, and locations across Argentina, we find that long-standing movement spaces and brokers, as well as innovative frameworks of understanding, repertoires of action, and organizational approaches, help to explain why preexisting social movements may be attractive for young participants.
Resumen: Desde 1983 con la vuelta a la democracia hasta 2021, la agencia de política para las mujeres en Argentina muestra una trayectoria institucional no lineal. Utilizando una tipología de agencias propuesta por la teoría de Feminismo de Estado, este artículo caracteriza, en primer lugar, las diferentes expresiones institucionales de las agencias de políticas para las mujeres según su nexo con los movimientos de mujeres y feministas. En segundo lugar, el artículo explica estas variaciones a partir de las dinámicas y los cambios de los movimientos de mujeres y feministas, y el uso instrumental de las agencias de las mujeres, por parte del Poder Ejecutivo, en la negociación y regulación de conflictos con diversos actores. El artículo busca contribuir a los debates de feminismo de Estado enfatizando la heterogeneidad y dinámica de los movimientos feministas y las decisiones pragmáticas de los líderes políticos.
