The objective of the article was to investigate the contributions of the information platforms of the branches of governments of Brazilian states to build passive transparency. A descriptive study was carried out, through documentary research, with a predominantly qualitative approach. The object of investigation comprises the executive, legislative and judicial branches of governments of Brazilian states. The data were collected in February 2017 using the structured observation technique, through a protocol for recording information. The data obtained were analyzed using the descriptive analysis technique. The indicators for evaluation of the platforms were ‘communication’, ‘login and receipts’ and ‘barriers’, and they presented different configurations in each of the branches. In terms of ‘communication’ and ‘login and receipts’, in general, the state executive branch received better scores compared to the judiciary and legislative branches. On the other hand, the indicator ‘barriers’, was better evaluated in the judiciary and legislative branches. From the results obtained, it is not yet possible to confirm whether the platforms of the executive, judicial and legislative branches of the Brazilian states contribute to build passive transparency.
O presente artigo compara no nível de transparência passiva os órgãos representantes dos três poderes do nível estadual (governo estadual, assembleias legislativas e tribunais de justiça). Além da avaliação das plataformas oferecidas pelas entidades analisadas para o cidadão colocar seu pedido de informação. Adicionalmente, foi enviada solicitação de informação foi encaminhada aos três poderes nos diversos estados da federação. Dos três poderes, os governos de estado foram os que apresentaram plataformas de acesso e-SIC mais desenvolvidas. Os resultados demonstram que os governos de estado estão mais avançados na transparência passiva em relação aos outros dois poderes. Contudo, de forma geral organizações dos três poderes no nível estadual possuem barreiras acesso a informações na transparência passiva e não atendem plenamente a legislação associada.
Resumo: A importância da gestão de custos no setor público tem se tornado cada vez mais evidente à medida que se observa sua contribuição para o processo decisório, o controle gerencial, a elaboração de planejamento e o aumento da eficiência na prestação do serviço público. O presente trabalho buscou identificar a origem e o teor da produção do conhecimento com base em teses e dissertações que se propuseram a investigar a temática de custos no setor público. Para tanto, foi realizada uma pesquisa bibliográfica na Biblioteca Digital Brasileira de Teses e Dissertações, onde foram localizados 41 trabalhos na área. Após a análise dos trabalhos, identificou-se, entre outros fatores, que: a partir de 2005, houve crescimento na quantidade de pesquisas sobre a temática; a origem dos estudos é, principalmente, da área de Administração e Contabilidade; a Saúde e a Educação destacam-se entre as áreas de aplicação das pesquisas; a maioria das pesquisas tem como escopos a realização de diagnóstico em organização, o levantamento de informações de custos e a proposta de um sistema de custos. Por fim, foi possível identificar lacunas e oportunidades de desenvolvimento de futuras pesquisas.
RESUMOO estudo teve por objetivo identificar a percepção dos contadores de municípios catarinenses sobre as dificuldades e contribuições decorrentes da implantação do Sistema de Informação de Custos do Setor Público em prefeituras. A pesquisa é descritiva, realizada por meio de levantamento, com abordagem quantitativa. A população compreendeu os contadores das prefeituras dos 295 municípios do Estado de Santa Catarina. O instrumento de coleta de dados, um questionário, foi estruturado com base no trabalho de Lovato (2015). Obteve-se o retorno de 42 profissionais, representando 14,23% da população. Mesmo observando evidências de que há uma predisposição dos contadores em buscar atualização na área e que, dado o tempo de atuação destes profissionais na contabilidade pública, possuem experiência para atuarem nas prefeituras catarinenses, a implantação ainda não é uma realidade nos municípios investigados. Em termos de dificuldades na implantação, o item com destaque foi a quantidade de integrantes da equipe técnica. Quanto às contribuições, a ênfase foi dada para a criação de medidas, comparações e padrões de grande utilidade para a elaboração do PPA, LDO e LOA. Palavras-chave: Implantação. Dificuldades. ABSTRACTThe study aimed to identify the perception of the accountants of municipalities of Santa Catarina on the difficulties and contributions arising from the implementation of the Public Sector Cost Information System in city halls. The research is descriptive, conducted through survey, with a quantitative approach. The population understood the accountants of city halls of the 295 municipalities in the state of Santa Catarina. The data collection instrument, a questionnaire, was structured based on Lovato's work (2015). Obtained return 42 professionals, representing 14.23% of the population. Even observing evidence that there is a predisposition of accountants to seek update in the area and that, given the time of performance of these professionals in public accounting, have experience to work in the Santa Catarina city halls, the implementation is still not a reality in the investigated municipalities. In terms of difficulties in implementation, the item to highlight was the amount of technical team members. As for contributions, emphasis was given to the imposition of measures, comparisons and standards very useful for the preparation of the PPA, LDO and LOA.
