em C&T (PCIC&T) e demonstrando a importância do Estado para o campo da C&T como provedor de apoio institucional e financeiro, bem como os desafios que enfrenta atualmente, este trabalho apresenta o campo de Análise de Políticas como uma abordagem interessante para a análise das PCIC&T. No artigo, são apresentados os principais modelos de Análise de Política e suas contribuições para o estudo das PCIC&T, levando em conta as especificidades destas. Além disso, a cada modelo, são associadas teorias do campo de Relações Internacionais que oferecem um suporte teórico importante de análise.
Este artigo tem por objetivo introduzir o debate a respeito da necessidade de delineamento de estratégias para as Políticas de Colaboração Internacional em Ciência e Tecnologia (C&T). A principal hipótese demonstra que a formalização ou o delineamento de uma estratégia nacional ou multilateral para a colaboração internacional em C&T depende do contexto político e científico no qual estão inseridos os atores responsáveis por estas e que outros fatores condicionantes devem ser investigados. A metodologia do trabalho está concentrada na análise de uma literatura pouco conhecida a respeito de estratégias de elaboração de políticas, bem como no estudo de documentos oficiais que congregam planos e políticas voltados ao estímulo da colaboração internacional em C&T. Science and Technology (S&T) have historically been used by countries as tools of hard power, especially in military and economic contexts. Contrary to a strategy that uses S&T as a hard power tool, Science Diplomacy (SD) is an alternative form of using S&T in bilateral and multilateral interactions; one in which soft power predominates. Relying on examples of the foreign relations of the United States -one of the most developed countries in terms of S&T and SD -this article shows how SD has unified countries and has beenemployed as a strategy that assists diplomats in interpreting technical knowledge, supports scientists in negotiating multilateral projects, and, most importantly, promotes alliances between countries. The paper is divided in three main sections: in the first part, we present a brief summary of the intellectual history of the concept of SD, introducing and defining it and we discuss why countries invest in it. In the second part, we analyze to what extent S&T played a central role in re-establishing bilateral relations or in promoting more peaceful negotiations between the U.S. and Cuba, North Korea, Russia, and selected Muslim countries.In the third section, we offer our concluding remarks.
