According to the Pew Research Center, approximately one quarter of American adults do not have access to broadband internet. This number does not account for the millions of people who are underconnected or lacking a stable internet connection. Although digital disparity in America is not new, the COVID-19 (coronavirus disease 2019) pandemic has increased our societal dependence on the internet and widened the digital divide. Access to broadband internet has become a basic need in this connected society, linking people to vital resources, such as jobs, education, health care, food, and information. However, it is still an overlooked and understudied issue in public health. In this article, we highlight five key points for why advocating for the expansion of affordable and accessible internet for all should be a priority issue for public health and health promotion. Recent studies offer evidence that digital disenfranchisement contributes to negative health outcomes, economic oppression, and racial injustice. Now more than ever, health advocacy to promote digital equity and inclusion is critical to our meaningful progress toward health equity.
There is a growing need for integrated approaches that align community priorities with strategies that build resilience to climate hazards, societal shocks, and economic crises to ensure more equitable and sustainable outcomes. We anticipate that adaptive management and resilience learning are central elements for these approaches. In this paper, we describe an approach to build and test a Resilience Learning System to support research and implementation of a resilience strategy developed for the Greater Miami and the Beaches or the Resilient305 Strategy. Elements foundational to the design of this integrated research strategy and replicable Resilience Learning System are: (1) strong partnerships among community members, government and non-government organization leaders, and researchers from multiple academic institutions; (2) contributions of subject matter expertise and local knowledge to identify information and translational gaps, formulate metrics and evaluate outcomes of Resilient305 Strategy actions from the community perspective; and (3) a comprehensive understanding of civic engagement activities, technological tools, and resilience-building capacities, including policy and financial innovations, from which to advance socio-technological, smart and connected regional-to-hyperlocal community translation through co-design/co-production. Initial results on co-produced metrics are provided. This work produces a new, replicable framework for resilience research that includes a comprehensive set of metrics, translation to communities through structured dialogues, a collaborative process involving all stakeholders and researchers, and evaluation of resilience actions to inform new investments and improve understanding and effectiveness over time.
Cities around the world are experiencing the effects of climate change via increasing extreme heat worsened by urbanization. Within cities, there are disparities in extreme heat exposure that are apparent in various surface and remotely-sensed observations, as well as in the health impacts. There are, however, large data gaps in our ability to quantify the heat experienced by people in their daily lives across urban areas. In this paper, we use hyperlocal observations to measure heat around Miami-Dade County. Temperature and humidity measurements were collected at sites throughout the county between 2018-2021 with low-cost sensors. By comparing these hyperlocal observations with a National Weather Service (NWS) site at the Miami International Airport (MIA), we show that maximum temperatures are on average 6°F higher, and maximum heat index values are 11°F higher, at sites in the county than at MIA. These measurements show that many sites frequently record a heat index above the local threshold value for heat advisory. This is in contrast with the fact that few forecast advisories are issued, and there are correspondingly few exceedances of the threshold at MIA. We use these results to motivate a discussion about the issues of this particular threshold for Miami-Dade County. We highlight the need for data that is closer to residents’ lived experience to assess the impacts of heat and help inform local and regional decision-making, particularly where heat exposure may be underappreciated as a potential public health hazard.
