Résumé De nombreuses associations assurent aujourd'hui l'insertion professionnelle d'usagers du service public de l'emploi. Cette délégation au monde associatif de l'accompagnement de certains chômeurs est souvent vue comme une manière pour les agents des services publics de se défaire des cas les plus « difficiles », dans un contexte où ils sont de plus en plus soumis à des exigences de résultats. Dans quelle mesure cette interprétation est-elle exacte ? Les personnes adressées aux associations sont-elles effectivement jugées moins « employables » que les autres bénéficiaires du service public de l'emploi ? L'objet de cet article est de répondre à cette question, à partir de deux enquêtes réalisées auprès d'associations d'aide à la recherche d'emploi et de leur environnement institutionnel. L'analyse du travail de qualification des individus au cours de leur transition des services publics vers les associations révèle que la déviance professionnelle est initialement moins déterminante que la déviance institutionnelle. C'est parce qu'ils sortent des cadres institutionnels du service public de l'emploi que certains individus sont adressés aux associations. Ces transitions sont cependant reformulées dans le langage de l'employabilité, produisant de facto de nouvelles formes de marginalités dans le monde du travail.

Depuis une quinzaine d’années, l’accompagnement semble être la manière la plus acceptable d’aider ceux qui sont privés d’emploi. Cet article vise à montrer comment a été produite cette évidence partagée, et ce en quoi elle consiste exactement : l’usage d’un même vocabulaire ? Un ensemble de normes et de pratiques ? Un même cadre de pensée ? Il s’agit ici de poser le problème en termes de formation de sens commun, plutôt que de circulation ou d’homogénéisation. À travers ce déplacement théorique, il apparait que l’accompagnement n’est pas qu’un lexique qui aurait circulé d’un univers à l’autre, mais un langage produit collectivement par un ensemble d’acteurs très divers. Ce langage n’a pas été imposé par un groupe ou une institution en particulier ; il n’a pas non plus été adopté parce que l’accompagnement serait particulièrement efficace. Il a résulté d’une convergence d’intérêts et d’appropriations autour d’une nouvelle conception, anti-assistancielle, de l’aide à autrui.
