This paper was prepared by Richard Hemming and Ali M. Mansoor of the Fund's Fiscal Affairs Department, and Joslin Landell-Mills provided editorial assistance. The views expressed are those of the author and do not purport to represent those of the International Monetary Fund.It should be noted that the term "country" used in this document does not in all cases refer to a territorial entity that is a state as understood by international law and practice. The term also covers some territorial entities that are not states but for which statistical data are maintained and provided internationally on a separate and independent basis.
The process of decentralization in Indonesia was initiated after a long period of autocratic rule. Despite the political imperatives, there is a need to carefully sequence the fiscal decentralization to ensure that financing follows the assignment of functions. The functions should be commensurate with the capacity to provide public services. The paper argues for the proper sequencing to avoid jeopardizing macroeconomic stability or the effective delivery of public services.
