Kondisi Timur Tengah pada dasawarsa terakhir diwarnai dengan aneka konflik bersenjata. Ratusan ribu warga sipil menjadi korban, sementara belum ada tanda-tanda konflik mencapai fase akhir. Berbagai usaha perdamaian pun majal, menjadi indikasi adanya adu kepentingan yang telah mengakar kuat di kawasan ini. Arab Saudi dan Iran menjadi dua aktor kunci dalam turbulensi di Timur Tengah dalam dasawarsa terakhir. Keduanya berada dalam posisi permainan kekuatan demi memenuhi kepentingan masing-masing di kawasan, dengan melakukan perang proksi. Kondisi ini ditengarai menjadi casus belli sejumlah konflik di Timur Tengah—yang dalam perkembangannya juga melibatkan negara-negara sekutu masing-masing. Meskipun begitu, pada hakikatnya, persaingan politik antara Arab Saudi dan Iran telah berlangsung sejak lebih dari tiga dasawarsa, yang dalam beberapa waktu terakhir mengalami peningkatan. Tulisan ini berusaha untuk menganalisis perang proksi tersebut dengan sudut pandang studi geopolitik dan geostrategi. Fokus dari tulisan ini adalah strategi masing-masing negara dalam mempertahankan kepentingan masing-masing di kawasan sekaligus menjadi penyebab turbulensi di Timur Tengah. Tulisan ini pula percaya bahwa kedua belah pihak menjadi aktor utama perimbangan kekuatan (balance of power) dalam rangka mencapai hegemoni regional.Kata kunci: Arab Saudi, Iran, hegemoni regional, perang proksi
COVID-19 yang melanda dunia hampir setahun terakhir mengakibatkan krisis yang masif di berbagai negara. Hingga Oktober 2020, WHO mencatat lebih dari 37 juta orang terkonfirmasi positif COVID-19 dengan lebih dari 11 juta kasus aktif.[1] Tidak hanya sektor kesehatan masyarakat, pandemi ini juga menghancurkan sektor strategis lainnya, seperti ekonomi dan sosial-politik. Negara-negara di dunia dipaksa untuk melakukan serangkaian pembentukan kebijakan yang dapat seefektif mungkin mengurangi dampak pandemi terhadap warga negaranya, sekaligus mengatasi aneka permasalahan yang mengikuti pandemi tersebut dalam aneka sektor.[2] Makalah ini berusaha menganalisis secara komparatif dua negara berkembang yang mengalami dampak pandemi COVID-19 yang cukup signifikan, yakni Pakistan dan Indonesia. Sejumlah kemiripan kedua negara, seperti masifnya jumlah penduduk, kolaborasi sipil-militer yang cukup signifikan, penerapan kunci sementara (lockdown) parsial, dan penerapan sejumlah kebijakan lain yang bertujuan untuk menyelamatkan ekonomi nasional menjadi pertimbangan pemilihan topik ini. Sekuritisasi yang dilakukan oleh kedua negara sebagai upaya untuk memposisikan pandemi COVID-19 sebagai isu keamanan nontradisional yang pelik juga menjadi sorotan global terkait bagaimana negara berkembang mengatasi pandemi, dan karenanya, menarik untuk dianalisis. Copenhagen School akan menjadi konsep dasar dalam menganalisis sekuritisasi kedua negara secara komparatif, menekankan pada tahapan-tahapan sekuritisasi.[3] Nantinya, penelitian ini akan membandingkan seberapa efektif tindakan sekuritisasi yang dilakukan oleh kedua negara dalam mengimplementasikan kebijakan penanganan pandemi COVID-19. Tidak hanya itu, penelitian ini juga mencakup apa saja faktor yang menentukan keberhasilan atau kegagalan sekuritisasi kedua negara. Africa has great potential for development with its human and natural resources potential. Many African countries, including Rwanda, have protractedly relied on agriculture as their main source of income; however, the agricultural sector within the region has not faced thorough development due to, for example, limited progress in both agroindustries and agribusiness. Supported by technology and human resources development, global agriculture has progressed rapidly, and agriculture has become a strategic aspect of several national policies. In addition, several international institutions—such as the United Nations (UN), Food and Agriculture Organization (FAO), and United Nations Industrial Development Organization (UNIDO) —have formed various frameworks related to the sector. Utilizing approaches that address problems of human security and food security, this paper explains whether Rwanda’s agricultural industrialization methods are in line with both the four FAO-UNIDO agricultural industrialization pillars and also the ninth Sustainable Development Goals on infrastructure, industry, and innovation
Konflik dan berbagai problematika domestik di berbagai negeri membuatbanyak orang meninggalkan negerinya untuk kehidupan yang lebih baik.Hingga kini, tercatat belasan juta jiwa harus meninggalkan negaranya danmengadu nasib di negara lain. Melonjaknya jumlah imigran yang masukmembuat negara tujuan kewalahan dalam menanganinya. Walaupunberhasil masuk ke negara tujuan sekalipun, banyak di antara mereka yangtak mampu bertahan hidup di wilayah yang sama sekali berbeda tersebutdan hanya menjadi beban sosial di negara tujuan. Indonesia, meskipunhanya menjadi negara ‘transit’ bagi para imigran pun turut terdampakproblematika ini. Apalagi, minimnya fasilitas membuat banyak imigranyang harus hidup ala kadarnya bahkan dalam kondisi tak layak, sembarimenunggu kepastian nasib. Dengan menggunakan pendekatan lokalisasinorma yang dinyatakan oleh Amitav Acharya, makalah ini berargumenbahwa Indonesia pun belum melakukan ratifikasi aturan dan kerangkakerja internasional mengenai pemenuhan hak-hak pengungsi secaramenyeluruh, meskipun terdapat peraturan yang telah bersesuaian dengannorma internasional mengenai pengungsi. Berdasarkan problematikatersebut, makalah ini mengusulkan gagasan ‘kota ramah imigran’ sebagaialternatif bagi implementasi kota ramah hak asasi manusia di Indonesia.Hal ini dilandasi oleh kesadaran bahwa para imigran pun memiliki hakhakyang sama layaknya masyarakat lain di dunia, meskipun terdapatperbedaan status secara administratif. Selain itu, gagasan ini juga dapatmenjadi solusi guna mengatasi problematika imigran yang hingga kinimasih terus terjadi.
