Recently, there are many public organizations in Indonesia use fingerprint to controll the attendance of the employee. However, the effectiveness of the implementation of this system has never been evaluated. This research aims at examining the influence of the using fingerprint and monitoring on work discipline of the employees in vertical organizations below the Ministry of Education and Culture of Republic of Indonesia in Kepulauan Riau. 44 public employees from the Board of Cultural Preservation and Language Office have been participated in this study. Using multiple linear regression, this study reveals that the using of fingerprint and monitoring have significant influence on work discipline simultanoeusly. Monitoring has positive influence on work discipline. Meanwhile, implementation of fingerprint has not influence on work discipline. Through this study, authors deny the perception of many policy makers in Indonesia and prior scholars that fingerprint can increase the discipline of public servants.
To overcome the solid waste problem, many city governments initiate and facilitate waste banks. Various studies have sought citizen participation in waste banks, but there is little attention to understanding how the coexistence of social capital can encourage waste banks’ practice. This study, therefore, aims at examining the social capital of the urban communities in the business process of waste banks. We looked in-depth at the practice of six waste banks in Tanjungpinang City, Kepulauan Riau, Indonesia. A series of interviews were carried out on the stakeholders of waste banks, such as management, customers, citizens, and households. We suggest that a number of social capitals shape the business process of waste banks, including trust, norms, social networks, and gotong royong. This research has a novel for the study of community-based waste management by considering the urban community’s social capital. Our study also has a worthy recommendation to the local government in managing waste management by corroborating social capital.
Electronic government is one of the strategies to create a more effective government. Many governments around the globe have applied electronic government, including Indonesia. Although there is various research on the electronic government in Indonesia, only a few studies have focused on analyzing the intention to use government websites, particularly the local government’s website. To address the research gap, this paper intends to statistically examine the intention to use Depok City’s website based on the user’s perspective by applying structural equation modelling. This study was carried out using a survey approach. Data were collected using an online questionnaire on the Depok’s citizens. One hundred twenty-five respondents participated in this study. Data were analyzed using covariance-based structural equation modelling. The key findings of this research confirm all developed hypotheses in which system quality, information quality, and service quality influence website intention to use. The results demonstrated in this work provide theoretical and practical implications further elaborated in the light of this paper.
Abstrak Kepulauan Riau merupakan salah satu provinsi di Indonesia yang berbatasan langsung dengan negara tetangga, sehingga perlu adanya optimalisasi dunia pendidikan di masa pandemi COVID-19. Sistem pembelajaran di Indonesia akhirnya menggunakan e-learning yang merupakan fasilitas pembelajaran dengan sistem online. Tujuan: Kondisi darurat ini membuat Provinsi Kepulauan Riau khususnya Dinas Pendidikan harus mengambil langkah strategis dalam sistem pembelajaran online agar lebih efektif dan efisien karena Kepulauan. Riau termasuk dalam wilayah 3 T (Tertinggal, Terdepan, Tertinggal). Hal ini berdampak pada akses jaringan internet yang sulit diakses di daerah perbatasan. Penelitian ini berfokus pada pembelajaran digitalisasi menggunakan Digital Versatile Disk - Read Write (DVD-RW) dengan menggunakan analisis SWOT. Metode: penelitian dengan menggunakan data sekunder dan analisis menggunakan teknik pemodelan logika sebagai bentuk lain dari pencocokan pola untuk menganalisis peramalan dalam analisis SWOT. Temuan: Hasil analisis menunjukkan bahwa matriks SWOT sangat mungkin diterapkan pada pembelajaran berbasis digitalisasi dengan menggunakan DVD-RW sehingga siswa dapat dengan mudah mengakses materi pembelajaran yang telah disediakan khususnya di daerah perbatasan. Kesimpulan: Analisis SWOT ini juga bertujuan untuk menutupi kekurangan dalam pembelajaran e-learning yang membutuhkan sistem online untuk melakukannya di setiap wilayah di Indonesia selama pandemi COVID-19. Kata kunci Digitisation, e-learning, border, analisis SWOT Abstract Kepulauan Riau is a province in Indonesia that borders directly with neighboring countries, so there is a need for optimization of the world of education during the COVID-19 pandemic. The learning system in Indonesia finally uses e-learning which is a learning facility with an online system. Objective: This emergency condition makes the Riau Islands province, especially the Education Office, have to take strategic steps in online learning systems to be more effective and efficient because of the Islands. Riau is included in the 3 T area (Disadvantaged, Frontier, Disadvantaged). This has an impact on access to internet networks that are difficult to access in border areas. This research focuses on digitalization learning using Digital Versatile Disk - Read Write (DVD-RW) using SWOT analysis. Methods: research using secondary data and analysis using logical modeling techniques as another form of pattern matching to analyze forecasting in SWOT analysis. Findings: The results of the analysis show that the SWOT matrix is highly likely to be applied to digitalization-based learning using DVD-RW so that students can easily access the learning materials that have been provided especially in border areas. Conclusion: This SWOT analysis also aims to cover the shortcomings in e-learning learning which requires the online system to do so in every region in Indonesia during the COVID-19 pandemic.
