Lahirnya konsep smart city tumbuh seiring semakin majunya perkembangan teknologi informasi yang merambah hampir seluruh kalangan, tua muda, kaya miskin, desa kota. Masyarakat semakin mudah dan cepat melakukan komunikasi, mendapatkan informasi yang dibutuhkan, serta melakukan pekerjaan lain dengan lebih mudah, cepat, dan ringkas. Metode penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Sumber data yang dipergunakan antara lain adalah Informan, Peristiwa, dan Teknik Pengumpulan Data menggunakan wawancara, observasi dan dokumentasi. Instrumen Penelitian dalam penelitian ini menggunakan peneliti sendiri, pedoman wawancara dan perangkat penunjang seperti buku catatan, alat perekam, dan kamera. Model analisis data yang digunakan peneliti adalah model interaktif Miles, Huberman, dan Saldana (2014: 12-14) meliputi Kondensasi data (data condensation), Penyajian Data (data display) dan Penarikan Kesimpulan (Conclusions drawing). Hasil penelitian ini adalah Pemerintah Kota Malang melakukan beberapa strategi dalam meningkatan kualitas pelayanan publik berbasis konsep smart city antara lain dengan beberapa strategi. Yaitu: Strategi membangun (political environment) yang mendukung terselenggaranya tata kelola pemerintah kota Malang yang lebih melayani. Membangun lingkungan politik, Strategi membangun teknologi yang mendukung terselenggaranya proses pelayanan publik yang berebasis pada perkembangan ilmu pengetahuan dan teknologi yang kini mengalami perkembangan yang sangat pesat. Strategi menyiapakan dukungan anggaran untuk terselenggaranya program tersebut. Strategi partisipasi seluruh stakeholders dalam mendukung terlaksananya program tersebut. Stakeholders di sini bisa berasal dari masyarakat, maupun dunia usaha (private sector), tanpa partisipasi dari seluruh stakeholders tersebut kebijakan yang bagus sekalipun akan terasa kurang berdampak pada perubahan positif yang merupakan dampak (outcome) dari sebuah kebijakan yang dihasilkan oleh (policy maker). Saran dari riset ini adalah pemerintah perlu menyiapkan strategi dalam upaya memastikan program ini terus bisa berjalan dengan baik (sustainable).
In improving the welfare of the people in border areas, the development of the tourism sector has an impact on long-term economic growth which has been the largest regional income source in Bintan Regency. The importance of interaction and stakeholder actors involved in tourism activities during the COVID-19 pandemic. The purpose of this study is to analyze the condition of stakeholder actors in tourism management in Bintan Regency. The research method used a qualitative approach with stakeholder analysis using NVivo 12 with data collection techniques in the form of interviews with stakeholders and using existing secondary data which was carried out in-depth analysis. The results showed that 3 components (who, when, and how) showed a significant correlation between stakeholders in tourism development in Bintan Regency, namely the local government which regulates the executive management as a facilitator. Then the involvement of community groups as active participation to support the development of travel bubble-based tourism in the border region of the country, then the involvement of the private sector who maintain and regulate health protocols in the spread of COVID-19. Furthermore, the alternative is to improve stakeholder relations in the future to make efforts to approach harmonious communication between stakeholders in the tourism sector in Bintan Regency.

This study aims to find out the public procurement process before and after the implementation of e-procurement in Magelang City Government and to assess whether the implementation of e-procurement has been or not improved in Magelang City Government. This study investigates cost efficiency, time efficiency and other aspect of efficiency in comparison with conventional procurement. This comparative study is useful to explain the procurement process before and after the implementation of e-procurement. The implementation of public procurement using e-procurement is more efficient compared with conventional procurement. There are problems that hinder the process of public procurement. The problem in the implementation of procurement in Magelang City is human resources. These problems prevented improvements in procurement in Magelang City.
The COVID-19 disaster has brought various negative effects on human activities, including the tourism sector. However, only a few studies have conducted to the development and governance of tourism by the stakeholders during the COVID-19 pandemic. The purpose of this study is to explain the governance of sustainable tourism during the COVID-19 outbreak. The research was conducted in Bintan Regency, Kepulauan Riau, by using a qualitative approach. The data were collected using an interview with several tourism stakeholders, involving business actors, resort owners, government, and village officials. The results suggest that the governing process of tourism in Bintan focused on formal policy and implementation. The government and business actors become crucial actors in helping the sustainability of tourism during the COVID-19 pandemic. The study can be used as a valuable recommendation to the government in managing tourism in the era of COVID-19.
