Neste artigo, conduz-se uma investigação sobre as contribuições das Instituições Científicas e Tecnológicas (ICTs) para a adoção de estratégias de Inovação Aberta (IA) por Micro e Pequenas Empresas (MPEs). Ele é pautado por uma abordagem qualitativa, caracterizada como estudo de caso junto às ICTs do estado do Rio Grande do Sul - RS que alcançou destaque na primeira edição do Edital SEBRAE de Inovação ao ter o maior número de projetos aprovados em âmbito nacional, totalizando 27,5 % dos projetos. A coleta de dados se deu em formulário on-line disponibilizado via Google Forms aos responsáveis pelas ICTs, tendo alcançado 48 ICTs de um total de 54 mapeadas no Estado do RS. A análise das evidências ocorreu à luz dos elementos da Visão Relacional (VR) que problematizam, questionam e complementam a Visão Baseada em Recursos (VBR) e que permitem o desenvolvimento de recursos relacionais (estrutura de colaboração, o modo de relacionamento e os parceiros como recurso). As evidências obtidas sugerem que as ICTs podem contribuir para a adoção de estratégias de IA por MPEs ao estreitar suas relações com as MPEs, moldar mecanismos específicos de IA para MPEs e construir conexões entre outros atores, além de grandes empresas.
