The study is aimed at determining the oscillators of crisis manifestations when the Russian economy tries to make transition to the path for accelerating technological development and forming an innovative economy. Short-term cycles were determined in the development of the Russian economy from 1995 to the first half of 2020 through the Fourier spectral analysis. Using the Granger test, causal relationships between the leading indicators of the economic crisis and the real GDP index in Russia were identified and substantiated. They reflect the influence of the key rate dynamics on the volume of lending, savings, investments, the yield on securities and the exchange rate; volumes of bank loans per the share of non-performing and bad loans and innovative development of the economy. Based on the constructed neural models of the oscillator influence on the level of real GDP in Russia, it was determined that the rapid growth of bank and mortgage lending, the devaluation of the ruble, a decreased volume of gross foreign investment and the level of innovative development predetermine crisis manifestations in the national economy. The lags of the influence of changes in the leading indicators of the economic crisis on the development of the economy were calculated. The results obtained can contribute to the effectiveness of the anti-crisis regulation strategy in Russia. They can serve as a basis for increasing the efficiency of long-term innovative development and creating appropriate conditions for increasing the scientific and technological potential of the country.
This chapter describes how with the artificial cultivation of plants lamps are required with a certain spectrum of radiation. For lighting plants have developed a special lamp. Industry produces special gas discharge lamp. In these lamps a fixed range of radiation. Recently, there were light sources for plants on LEDs. LEDs can create light with any spectrum range from 360 to 800 nm. The authors of the article give a technique for modeling the spectrum of luminaires and calculating LED lamps for plants. The tests of the developed lamps for plants in dark chambers are given. A description of a resonant regulated power supply system for LED luminaires is given. In the proposed system when the frequency changes radiation power.
In situ applications require a very high level of portability of
high-resolution spectrometric equipment. Usage of HPGe detectors for
radioactivity measurements in the environment or for nuclear safeguard
applications, to combat illicit trafficking of nuclear materials or uranium
and plutonium monitoring in nuclear wastes, has become a norm in the recent
years. Portable HPGe-based radionuclide spectrometer with electrical cooling
has lately appeared on the market for in situ applications. At the same time
deterioration of energy resolution associated with vibrations produced by
cryocooler or high weight of the instrument, short time of autonomous
operation and high price of these spectrometers are limiting their usage in
many cases. In this paper we present development results of ultra compact
hand held all-in-one spectrometer for in situ measurements based on HPGe
detector cooled by liquid nitrogen without listing the above disadvantages.
The non-destructive monitoring systems use for plant stress conditions detecting and evaluating can improve the performed research and working procedures quality significantly. Such systems concepts are based on obtaining of the leaves’ reflective characteristics, the spectrum, and the chlorophyll fluorescence induction. By several methods combining for plant stress states detection within a single device, for different crops, it is possible to increase the evaluation accuracy and extend the device functionality. The laboratory prototype of the device for plants’ stress states determining was developed and tested on plants of basil garden variety. It was shown that the impact of the stress factor in the form of the UV-C radiation was expressed in the shape change of the fluorescence spectrum, namely, in the fluorescence intensity fall in the long-wave part of the spectrum. Also it was shown that the reflectivity decreased in the green and far red regions of the spectrum. At the spectra registration in the red and IR sections of the spectrum, some noises and interference distortions were detected, which can be filtered out by ways of demodulation and calculation of the trigonometric component of the interference distortion functions.
