Se presenta el análisis de los datos obtenidos mediante diferentes fuentes y las reflexiones sobre el comportamiento de la producción de las publicaciones científicas en el área de ingeniería. Así mismo, se plantean sugerencias en pro de mejorar falencias que presenta el modelo actual de categorización de revistas de Publindex-Colciencias. La problemática que generó la implementación del nuevo modelo de categorización de revistas científicas en Colombia, evidenció la necesidad de estudiar el comportamiento de algunas de las métricas más utilizadas a nivel internacional (índice h y SJR) y nacional (Publindex) de las revistas colombianas en el área de ingeniería. Dentro de las conclusiones más relevantes se encuentra el hecho de que haya revistas con un mayor índice h5 que están clasificadas en una categoría inferior y el bajo número de citación pese a la elevada cantidad de trabajos publicados.
En este artículo se describen se describe la normativa vigente en Colombia referente al gobierno electrónico. Asimismo, se hace referencia las diferentes herramientas utilizadas por la estrategia urna de cristal del gobierno colombiano. Asimismo, se evalúa su alcance en la ciudadanía tanto con los informes publicados por esta estrategia, así como a través de una encuesta realizada en la totalidad de los departamentos del país. Finalmente se proponen unas recomendaciones que pueden ser consideradas en el desarrollo de las actividades del canal seleccionado con el objetivo que se pueda ampliar la cobertura de dicho canal y se pueda tener un efectivo acercamiento de los ciudadanos al gobierno a través de herramientas tecnológicas.
Different Computer Engineering undergraduate programs over the world are demanding the students to present individual works and, particularly, to present a degree project, which in most cases is related to software development. However, when planning the projects, students find themselves with the problem of choosing a method to develop the software, since existent methods involve team work, but the degree project is supposed to be done individually, in order to evaluate the student's acquired knowledge. This difficulty leads to projects that fail either to achieve the proposed objectives or to finish on the expected time, among other difficulties. This paper presents a methodological proposal for the development of individual software projects, mainly in academia, named "DeSoftIn", which will contribute to accomplish the project objectives, and will allow the students to approach development methodologies since the beginning of their studies.Keywords: Agile methods; Development methodology; Software quality; Software engineering. ResumenLos diferentes programas de pregrado de Ingeniería Informática en el mundo, exigen a sus estudiantes presentar trabajos de manera individual y, particularmente, un proyecto de trabajo de grado, los cuales, en la mayoría de los casos, están relacionados con el desarrollo de un software; sin embargo, al momento de planear dichos proyectos, los estudiantes se encuentran ante la dificultad de escoger qué metodología utilizar, pues las metodologías de desarrollo de software existentes suponen grupos de personas, y resulta que con el fin de evaluar los conocimientos particulares adquiridos por cada estudiante, los trabajos de grado se deben hacer, generalmente, de manera individual. La dificultad en la selección de la metodología lleva a que los proyectos no den como resultado el objetivo propuesto o tarden más de lo programado, entre otras dificultades. El uso de tecnologías de la Web Semántica ha venido acrecentándose, por lo que es común usarlo en diferentes aspectos. Este trabajo evalúa como estas tecnologías pueden contribuir a mejorar la indexación de artículos en revistas científicas. Inicialmente, se hace una revisión conceptual de los metadatos, para posteriormente estudiar las tecnologías más importantes para el uso de metadatos en la Web y, de esta manera, escoger una para aplicarla en el caso de estudio de indexación de artículos científicos, determinando los metadatos con bases en los usados por las revistas de investigación de impacto y construir un modelo para la indexación de artículos científicos usando una tecnología de Web Semántica.
La programación y la algoritmia es transversal a una gran cantidad de asignaturas de las carreras de ingeniería, en particular, en aquellas carreras de computación, informática y sistemas. Son diversas las razones por las cuales sus técnicas y su aprendizaje no son adquiridos satisfactoriamente por los estudiantes. Algunas dependen de los conocimientos previos, motivación o creatividad del estudiante, y otras son atribuidas a la práctica docente o al nivel de abstracción que obliga la disciplina. La combinación de estas causas potencia las dificultades y producen un gran desgranamiento de los estudiantes en los cursos de los primeros años. La complejidad manifiesta de enseñar programación es constantemente abordada a través de diferentes estrategias. En este trabajo se analiza esa práctica y se observan las técnicas utilizadas. Metodológicamente, se optó por la observación participante con pruebas de control. La población estaba constituida por diversos grupos que fueron sometidos a distintos contextos controlados con el fin de determinar su comportamiento y nivel de evolución. Quedaron en evidencia buenas prácticas y algunas muy débiles, tanto a nivel del docente como de los estudiantes. La conclusión permitió corroborar algunos supuestos previos al estudio, poniendo en evidencia que el mayor logro se obtuvo cuando el docente ocupó el rol de mentor por encima de quien solo tiene el propósito de transmitir un saber descontextualizado y despersonalizado. El mayor beneficio se observó cuando el docente se constituyó en asesor del proceso individual de cada alumno. Esto generó retroalimentación continua de los participantes. Además, se pudo determinar la importancia de la motivación, en particular, en el proceso de aprendizaje, por lo que se compartieron mecanismos complementarios al aula para desarrollar esa motivación como "Hackathons" o maratones de programación.
