Polish urban regeneration experience dates back to the early 1990s. However Polish conservation and heritage valorisation practice, widely recognized in the world, can be dated back to the period of the communist era. Due to the subsequent amendments of the approach to the regeneration processes Polish municipalities have had the opportunity to explore the full spectrum of the meaning of the term "regeneration" and to learn how to use it. Their experiences show that not only positive but also negative changes have taken place. The negative effects of urban regeneration processes have mainly touched the most vulnerable inhabitants and other stakeholders of the degraded areas. The article presents risks associated with the urban regeneration and its systematization in light of the theory as well as the Polish experience followed by recommendations for evolutionary changes that can limit the exposure of Polish city residents to the negative effects of the process.
Streszczenie: Wraz z wejściem w życie ustawy o rewitalizacji rozpoczął się nowy rozdział w koordynacji i prowadzeniu działań rewitalizacyjnych w polskich gminach. Ustawowe wymogi wymuszają wyznaczanie obszarów zdegradowanych i obszarów rewitalizacji na podstawie rzetelnie przeprowadzonej diagnozy w pięciu sferach: społecznej, gospodarczej, technicznej, przestrzenno-funkcjonalnej i środowiskowej. Dane statystyczne mają fundamentalne znaczenie dla jej wykonania. Nie mniej istotną rolę dane te odgrywają także w pogłębionej analizie obszaru rewitalizacji, której celem jest identyfikacja przyczyn natężenia negatywnych zjawisk na wyznaczonym obszarze. Diagnoza służy wytyczeniu celów w gminnym programie rewitalizacji, które muszą mieć mierzalny charakter i określać zaawansowanie ich realizacji. Celem artykułu jest przedstawienie zastosowań statystyki w diagnozie i monitorowaniu realizacji programów rewitalizacji. Jako główną metodę analizy i prezentacji wyników przyjęto studium przypadku.Słowa kluczowe: rewitalizacja, delimitacja obszaru rewitalizacji, diagnoza, monitorowanie. Summary:With the entry into force of the revitalization act on November 18, 2015, a new chapter began in the coordination and conduct of revitalization activities in Polish municipalities. Statutory requirements for the development of municipal revitalization programs mean the designation of degraded areas and areas of revitalization based on a thoroughly conducted diagnosis in five areas: social, economic, technical, spatial, functional and environmental. Statistical data have fundamental significance for its implementation. The aim of the article is to present the application of statistics in diagnostics and monitoring the implementation of revitalization programs. The case study was adopted as the main method of analysis and presentation of results.
