La Loi sur les entreprises à participation étrangère (les sociétés mixtes), adoptée en Pologne en 1986, n'a pas encore répondu aux espérances qu'on y avait mises à l'origine. Fin décembre 1987, moins de 20 nouvelles entreprises avaient été créées avec 20 millions de dollars d'apport étranger et 200 millions de dollars d'investissements déclarés. Fin décembre 1988, le nombre de nouvelles entreprises atteignait plus de 50 au total, avec un capital estimé à 10 milliards de zlotys. Jusqu'ici, les amendements apportés à la Loi fin décembre 1988 n'ont eu que des conséquences d'ordre quantitatif. Elles sont significatives mais n'ont rien changé, pour l'instant, au schéma prédominant tel qu'il est décrit par l'auteur.
L'article offre une première évaluation des résultats obtenus jusqu'ici et indique les positions adoptées par chacun des trois principaux partenaires au jeu des sociétés mixtes : le Centre, les investisseurs étrangers, les entreprises locales. Les espoirs soulevés par la Loi et les intérêts précis des diverses parties sont comparés à l'application concrète de la Loi.
D'après les constatations faites par l'auteur, en 1988, le jeu des sociétés mixtes ne réunissait pas le Centre et les capitalistes étrangers (comme prévu), mais plutôt le Centre et les entreprises polonaises. Au lieu d'attirer les capitaux étrangers sur une grande échelle, la Loi a conduit à une nouvelle répartition des droits de propriété au sein du secteur d'État et a permis aux entreprises locales d'acquérir une plus grande autonomie de décision. Elle est considérée comme une étape préliminaire mais nécessaire de la coopération économique entre les firmes polonaises et les Polonais expatriés qui disposent de capitaux à investir. Par conséquent, une accélération de la réforme économique aurait sans doute plus d'impact sur la réussite des sociétés mixtes que des marchandages perpétuels pour obtenir des conditions plus favorables.
