Introducción: Las brechas de desigualdad entre zonas urbanas y rurales a nivel mundial y en especial en países en vía de desarrollo como Colombia, son cada vez mayores. Objetivo: Entre los principales fines de los Objetivos de Desarrollo Sostenible -ODS-, está la disminución de dichas brechas. En este artículo son analizados algunos indicadores que evidencian las diferencias existentes entre los territorios urbanos y rurales en Colombia, y la manera como el sector de la economía social y solidaria, especialmente el sector cooperativo, ha contribuido en dicho fin. Materiales y Métodos: Lo anterior bajo un enfoque social cualitativo con método comparativo que busca a partir de la descripción y análisis estadístico de indicadores socioeconómicos, la relación entre el cumplimiento de los ODS y la contribución del sector cooperativo en algunas zonas del país. Los resultados sugieren que en Colombia el mayor déficit de indicadores y carencias son congruentes. Conclusión: los ODS, se encuentran en las zonas rurales debido a la existencia de factores estructurales que harán muy difícil el cumplimiento y aporte de nuestro país a la agenda del 2030, por lo que se requiere de manera urgente la intervención de otros actores.
El mercado de trabajo es dinámico, por lo tanto debe ser monitoreado constantemente, especialmente en épocas de crisis, dado que los gobernantes, empresarios y empleados necesitan recibir información rápida y concreta sobre el acontecer económico, y las cifras referentes al progreso de la oferta y demanda laboral. Esta información procede de diferentes fuentes y su análisis permite la toma de decisiones en materia de promoción del empleo, formación profesional, capacitación para el trabajo e intermediación laboral. La actual crisis económica desatada por el COVID-19 ha tenido un impacto fuerte en el mercado de trabajo que se ha manifestado en pérdidas de empleo, disminución de ingresos y aumento de la pobreza. Lo anterior, se convierte en un reto para el Gobierno y para las administraciones locales, que deben implementar medidas tendientes a proporcionar seguridad en cuanto a la salud pública, los puestos de trabajo y a los empleados. El presente estudio tuvo como objetivo realizar una aproximación a la oferta laboral en el Oriente antioqueño en tiempos de la pandemia originada por el COVID-19. Este parte de caracterizar el empleo, el desempleo y la incidencia –desde una perspectiva cualitativa– de la pandemia en el mercado laboral en la región del Oriente antioqueño. El estudio presenta una serie de indicadores que permiten determinar, de manera general, aspectos asociados a la dinámica del mercado laboral y se precisan análisis relacionados con la población ocupada, desocupada y subempleada, entre otros. Estos indicadores sirven de base para seguir monitoreando el mercado laboral del Oriente antioqueño, con la finalidad de examinar su evolución y recuperación en el tiempo, sirviendo de referencia para la toma de decisiones de los diferentes actores que participan en la definición de políticas y estrategias orientadas al fomento de la conservación y creación de empleo ante una coyuntura difícil.
El pleno empleo es uno de los objetivos prioritarios dentro de la política económica de los gobiernos, es por eso que desde la agenda 2030 se establece como uno de los objetivos de desarrollo sostenible el trabajo decente y el crecimiento económico. No obstante, desde hace tiempo se ha observado el déficit que se da en la generación de empleo y la creciente fuerza laboral, realidad que se acentúa cada vez con las crisis económicas y las recesiones globales. En este sentido, el COVID-19 ha afectado fuertemente el mercado del trabajo, trayendo consigo efectos económicos y sociales de grandes magnitudes para el país al hacer notar los problemas estructurales del mercado laboral como la informalidad, el desempleo juvenil y el desempleo de las mujeres entre otros. Con el presente libro se visibiliza la problemática focalizada en el Oriente antioqueño, al mostrar los resultados obtenidos en la investigación “Caracterización del mercado laboral en el Altiplano del Oriente antioqueño - Fase 3”. El estudio se realizó en el mes de noviembre de 2020 para determinar las variables determinantes de la oferta laboral en términos generales para la región y en términos específicos para los municipios de El Carmen de Viboral, El Retiro, Rionegro, Sonsón y Guarne.
El presente libro contiene una reflexión sobre el potencial de la economía solidaria en Colombia para responder a los retos inmediatos surgidos de la necesidad de dar una mayor dinámica a la economía rural, en el marco de los Acuerdos de Paz de La Habana (2016) y la modernización de las estructuras agrarias, a partir de la consideración de la economía solidaria como un mecanismo idóneo comprobado históricamente para dar soluciones en situaciones de crisis y conflicto, y que las previsiones políticas de la coyuntura así lo consideran. Desde comienzos de la segunda década del siglo xxi se configuró en Colombia un escenario que brinda a la economía solidaria la posibilidad de aportar a la construcción de un futuro menos incierto para la ruralidad, mediante la confluencia de tres grandes coyunturas, que desatadas positivamente podrían significar un salto cualitativo en nuestra historia, a saber: a) Planes de desarrollo nacionales, regionales, locales y sectoriales que promueven estrategias de modernización del mundo rural; b) El proceso de implementación de los Acuerdos de Paz con uno de los grupos armados más beligerantes del país; c) La necesidad urgente de resolver una crisis que se hará crónica si no se produce un ejercicio de renovación productiva que no dependa tanto de las actividades económicas extractivas, particularmente del petróleo, para poder participar en mejores condiciones en el concierto internacional y allegar los recursos necesarios para resolver las dos primeras situaciones enunciadas; lo cual amerita a la vez producir reflexiones sobre la articulación de los objetivos de desarrollo propuestos por las Naciones Unidas en 2015 y la economía solidaria. Ahora bien, la deficiente estructuración del campo colombiano, generadora de desequilibrios sociales, es una de las condiciones principales del mantenimiento de escenarios de conflicto social. Mientras no se dé una solución integral a los problemas que hoy enfrenta el mundo rural colombiano, será imposible reconstruir el tejido social y mantener territorios en paz. Según consenso generalizado de los autores consultados para este proceso de investigación sobre lo que se entiende por reforma rural, esta hace referencia, básicamente, a los asuntos relacionados con redistribución de la tierra, centrada en beneficiar los agricultores pequeños; generar un mayor impacto en la generación de empleo rural, en el nivel de ingresos y en el desarrollo del campo, lo cual, según el Centro Nacional de Memoria Histórica (2013), en Colombia solo se ha dado en la década del 60 en el siglo pasado.
La reflexión económica no es tarea que ocupe únicamente a los economistas, su apertura convoca la participación activa de otras disciplinas, lo que permite la creación de un discurso crítico y holístico más apropiado y acorde a la sociedad contemporánea. Tanto así, la política económica, la planificación del territorio, el análisis de la productividad de los factores y la industria, la formación idónea del talento humano y la relación economía y medioambiente son de tratamiento transversal y se construyen de manera interdisciplinar. Los objetivos que la ciencia económica ha percibido como principales tópicos de análisis, se han transformado en el tiempo, aunque muchas de las percepciones iniciales del debate de antaño, parecieran ser invariablemente relevantes para la sociedad. La naturaleza del crecimiento económico bajo las necesidades actuales, en el marco de la sostenibilidad, trae consigo reflexiones alrededor de temas diversos. La percepción deshumanizada de la economía de mercado como herramienta de asignación de los recursos, la necesidad de implementar alternativas de comercio justo (moneda social) y el logro de acciones conjuntas para potenciar las capacidades sociales locales (economías sociales y solidarias), se consideran de interés para el logro de mejores niveles de desarrollo. Cuestiones que años atrás se presentaban como eminentemente concernientes a la técnica, se convierten en la actualidad en intensos y acalorados debates de orden filosófico y moral. El logro de un crecimiento sostenido, como se mencionó anteriormente, coherente con el agotamiento de los recursos naturales, con miras al desarrollo y, centrado en el reconocimiento de valores y de la persona humana, pareciera cobrar relevancia a igual tono que las cuestiones eminentemente instrumentales.
