O lazer é direito constitucional e, em tempos de pandemia, o acesso a esse direito sofre consequências com o distanciamento social. Este estudo tem como objetivo analisar o impacto das medidas adotadas pela Prefeitura de Belo Horizonte (PBH) durante a pandemia da Covid-19 nas práticas de lazer da população. Trata-se de uma pesquisa com dados secundários, na qual a investigação se deu através de uma revisão sistemática da literatura existente relacionando a pandemia da Covid-19, os Decretos da PBH referentes ao distanciamento social e quarentena previstos para a cidade. Considera-se que os equipamentos públicos de lazer e acesso aos mesmos sofreram impactos decorrentes da pandemia da Covid-19, modificando, portanto, as formas da população de vivenciar o lazer.
To investigate how the choices of young people for public or private spaces during their leisure practices, regardless of gender and age group, can be a starting point for the definition of agendas for the constitution of governmental public policies. Methods: The empirical task was accomplished through the application of electronic questionnaires to young university students from Portugal (20%), Brazil (70%), and South Africa (10%). The sample consisted of 705 randomly chosen young people, with an average age of 24 years. The data were analyzed using SPSS and content analysis. The analysis was divided into three categories: comprising the student's profile; referring to leisure and relating to the provision of leisure and space. Results: The youngest people choose the public spaces for their leisure practices and conceive leisure as a moment when they can do whatever they want, without obligations, followed by leisure as fun and free time. There is no difference between men and women in the concept of leisure. The main conclusions highlighted that leisure means to 'do what I want without any obligation to do so', followed by 'fun' and 'free time, and young people like to 'go out with friends, 'play sports' and 'do nothing'. The public space is the most used for leisure. Conclusion: The meaning of leisure is loaded with subjectivities, so we understand that the demands for political actions that enable the use of public spaces safely and with quality are the way to guarantee the rights of the population.
Nesse artigo apresentamos análises do que crianças fazem como lazer, o que gostariam de fazer e não fazem como lazer, o que fazem como obrigação, bem como obstáculos para vivências do lazer. O estudo tem nível de confiança de 95%, com amostragem total de 2400 entrevistas, sendo 211 com crianças (7-10 anos) das cinco regiões brasileiras realizadas pela técnica de survey. No Brasil, o lazer se apresenta como direito social para as crianças fortalecendo a perspectiva internacional dos Direitos Humanos. As crianças brasileiras como obrigação apresentam a escola como resposta mais frequente seguida pelos afazeres domésticos. Quanto ao que fazem como lazer, os interesses físico-esportivos são atividades frequentes no fim de semana, e, durante a semana, apresentamos a necessidade de mais dados sobre infância e mídias de internet. Quanto às barreiras para viver o lazer, a falta de recurso financeiro e de tempo foram apontados como os grandes empecilhos.
Studies on the topic of public policies have grown in the academic environment. Understanding the policies developed in our reality is an important step in this direction. This text aims to analyze the implementation process of the public policy of sports and leisure in the city of Nova Lima. It ranges from the identification of the problem and the establishment of the political agenda for the issue. The used methodology was the analysis of documents and semi-structured interviews with the managers of the Municipal Secretariat of Sports and Leisure - SEMEL, of the city of Nova Lima in the past two administrations. As results we can consider that the agenda is formed from the demand arising from different spaces and subjects, characterizing visible players influencing decision making as to which problems or issues will comprise the political agenda. It is feasible to consider that sports and leisure policies in the city of Nova Lima are close to the top down model.
