Malaysian government aims to transform rural areas into economic focal points, improves rural livelihoods, living environment and narrows the life quality gaps between those living in urban and rural areas. Inspired by the government directive-aspirations and the emergence of new technologies in national and global rural practices, this paper attempts to discuss the formulation of a framework for rural development in Malaysia based on a modern approach. The process undertakes two main stages, namely focused literature study and review of the national existing policies and strategies to identify the key assessment elements and criteria for modern rural development. The next stage was to conduct an expert view survey to validate the developed elements and criteria, and then formulate a Malaysia modern rural development framework (FMRD). The FMRD was finally formulated by incorporating the elements and criteria promoted in the national policies and strategies and integrating them with smart technologies and ICT practices to reflect a holistic approach for rural issues. This paper concludes that the FMRD is a timely approach for the rural assessment measure to maximise its performance towards the future niches in Malaysia - rural liveability-resilient-and-smart.
Sustainable development ties together concern for the carrying capacity of natural systems with the social challenges facing humanity. Ideally, humanity will redefine itself, its placement in nature, and refine the role of technology within the environment. In order to know the level of satisfaction of the city design, the 'Sustainable Development Indicators' been used. It refers to the aspect that need to understand which related to the urban design theory especially for the 'street indicator'. This paper is to measure and compare the sustainability of 2 town centers by applying 'Sustainability Development Indicators' (SDI) by focusing on the street indicator. The objectives are to describe the tool and show of applying it in comparative assessment of 2 town centers and to determine how the built environment impacts the social wellness by focusing on the 'street indicators'. The finding shows that Petaling Jaya New Town is more sustainable than Petaling Jaya Old Town in street indicators. General recommendations are propose several elements such as street furniture and parking. Therefore, Local Authorities should play an important role in ensuring the sustainability of a cities that can be formed with the availability of guidelines or policies that are appropriate for planning permission.
A residential area is a vital element in human life. Therefore a residential area should be designed to create a balance between physical buildings, surrounding conditions, and residents. Nowadays, there is a lot of issues arises about sustainability of residential development in Malaysia mainly due to poor residential design that increases dependency on private vehicle, poor connectivity and encourages unhealthy live style. Although there are significant numbers of residential areas developed with sustainability concept is broadcasted as the key theme. However, the housing project is far from meeting the criteria for sustainable residential areas. This mainly due to the inability of a suitable measure to gauge the level of sustainability for residential design. Hence, this paper tried to investigate the sustainability of a mid-range high rise housing at Bandar Perda, Pulau Pinang using Sustainable Development Indicators (SDI) with urban fabric as the key components. The study applies a qualitative research method that applied observation and building inventory techniques used as key strategies to address the study objectives. The finding shows that Bandar Perda does fall short of achieving the sustainable values. Therefore proactive strategies by improving connectivity between areas should be considered. This study also found that indices of urban fabric are appropriate for measuring the sustainability of residential regions especially for medium range residential areas in Malaysia.
Perak Tengah District has much cultural heritage potential to promote, notably in terms of village life, arts, culture, and agriculture. In order to be beneficial to the community, additional efforts should be encouraged to draw tourists to Perak, and the new attraction should be carefully defined and interpreted, especially in rural regions. Unfortunately, there is not enough support for the tourism industry's infrastructure, and the services are still not up to par. The Local Plan 2013, which promotes tourist-related products in Perak Tengah, is the foundation of the proposal to boost tourism there. This is consistent with the policies outlined in the Perak State Plan, which emphasises Perak Tengah's tourism products and integrated growth as a Perak tourism attraction. Focus group discussions with local agencies will be used in this study's qualitative research, which will be used to examine the rural development in the Perak Tengah District. The study begins by identifying the person in charge of change for each administrative area. This study is divided into five (5) main sections: the tourist destination, the tourist product, the tourist activities, the promotion of tourism, and the infrastructure for tourists, particularly in the administrative district. Based on the findings of this study, it was found that there are various potentials that local authorities can highlight. This study aims to analyse users' satisfaction levels with the facilities and services of a public transportation hub in Malaysia. At present, the public transportation hub is considered an essential urban component in easing transportation issues globally. However, there is an argument regarding the facilities and services provided at these hubs that needs further attention. Therefore, to achieve the study's objective, this research has adopted a quantitative methodological approach to identify respondents' satisfaction levels with hub facilities and services. Primary data for this study was gathered from 100 respondents that used the Gelugor Public Transportation Hub in Penang. Descriptive analysis and inferential analysis were used to identify the satisfaction level of the current facilities and services provided. Findings reveal that several facilities and services of the Gelugor Public Transportation Hub received poor ratings among the respondents. Based on these findings, it is clear that there is a need to improve the facilities and services of this public transportation hub to ensure that it may effectively serve as an efficient urban transport system.
