The Reformation Era, Indonesia decentralized a number of new authorities. However, after fifteen years of regional autonomy, the authority to manage natural resources at the sea was transferred from the regency/city government to the provincial government. Re-centralization of this authority has an impact on cross-provincial Intergovernmental Cooperation Institutions (IGC), marine and fisheries sector, which has been carried out for five years. This case study highlights the policy of transferring authority from the regency/city to the provincial government, and the impact on crossprovincial local IGC Institutions "PAWONSARI", is the cooperation of three regency from three provinces: Pacitan-Regency, East Java, Wonogiri-Regency, Central Java and Gunungkidul-Regency, Yogyakarta Special Region. Findings point to the local IGC institutions has succeeded, instead has not functioned optimally, because of the policy recentralization of local authority. We argue the importance of a new approaches in cooperation to ensure the involvement of local stakeholders and political stability.
Objek penelitian adalah implementasi kebijakan pengelolaan sungai pada Dinas Lingkungan Hidup Provinsi Jawa Timur, khususnya Sungai Brantas yang mengalir melalui Kota Surabaya. Kebijakan Pengelolaan Sungai telah dikeluarkan oleh Pemerintah Provinsi Jawa Timur sebagai Peraturan Daerah Nomor 18 Tahun 2016 yang mencakup konservasi, pemanfaatan dan pengendalian kerusakan air. Kondisi sungai Brantas telah tercemar oleh aktivitas masyarakat, oleh karena itu diperlukan pengawasan dan pencegahan pencemaran sungai dalam konservasi sungai yang mana standar kualitas air sungai menjadi syarat untuk kebutuhan masyarakat. Tujuan penelitian ini adalah (1) Menganalisis implementasi kebijakan pengelolaan sungai di Kantor Lingkungan Hidup Provinsi Jawa Timur; dan (2) menganalisis dan mengidentifikasi faktor-faktor yang mendukung dan menghambat implementasi kebijakan. Teori Merillee S. Grindle yang digunakan dalam penelitian ini dalam mendefinisikan keberhasilan implementasi kebijakan adalah Isi Kebijakan dan Konteks Implementasi. Penelitian ini menggunakan metode kualitatif dengan teknik studi kasus dalam pengumpulan datanya melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan secara interaktif dan dikembangkan dengan teknik triangulasi. Hasil penelitian sebagai berikut bahwa implementasi kebijakan pengelolaan sungai Brantas di hilir Kota Surabaya yang meliputi pencegahan pencemaran akibat pembuangan sampah dan air limbah belum optimal sehingga perlu adanya keterpaduan sinergi dan kolaborasi yang baik antar stakeholder dalam rangka mencapai tujuan implementasi kebijakan.
This article discusses the role of stakeholders from the descendants of Kings, who collaborated with the government and private sectors in managing of the pilgrimage tourism heritage site of the tomb of the Kings of Asta Tinggi, in Sumenep district. The purpose of this study was to investigate the various factors that influence stakeholder collaborations in the management of sustainable pilgrimage tourism and which stakeholder groups have a sustained traditional of authority. This qualitative research uses a case study approach and data collection through in-depth unstructured interviews and observations. This study seeks to take a new perspective in the analysis of the collaborative governance theory in the face of the social environment factor. The study results show that stakeholders, facilitative leadership, and enabling environmental factors become resources and strengths in the success of collaborative governance even though the role of private and government sectors are still limited. The findings reveal that stakeholders from the community, namely the traditional group as a companion of pilgrims, have an important role in collaboration, because they can only be replaced by the descendants, while the collaborative initiation comes from the community. We suggest the importance of government initiation to expand collaboration networks and facilitate the formation of the institutional administrator of Asta Tinggi site, through reconciliation which represents two descendants of Kings. The findings of this study are expected to enrich the theory of collaborative governance.
The application of transitivity system in analyzing characterization, which is an important element in narrative discourse, is addressed in this study. The writer aims to analyze the lexicons that appear to be able to determine the characterization of the character through the Halliday’s transitivity system theory. The data were taken from the novel “Eleanor Oliphant Is Completely Fine” by Gail Honeyman. To obtain the data, the writer used the non-participant observation and documentation method. The data that were taken from narrator discourses and conversations based on Eleanor Oliphant as an active participant, were annotated manually and processed with the help of the corpus linguistics. The results show that there are six transitivity processes found, which are: material, mental, relational, behavioral, verbal, and existential processes and seventeen circumstances. Each process has lexicons that frequently occur, such as work, drink, read, think, thought, remembered, felt, decided, smiled, laugh, said, stood, and sit. The lexicons can show the characterization of the Eleanor representing her appearance, trait, behavior, identity, and psychology. This can be concluded that the transitivity system can be used to analyze the characterization of Eleanor, who is a hard worker and a drinker who has a trauma and clinical depression, but she tries to live a better life in the present.Keywords: characterization; Eleanor Oliphant; transitivity system; corpus linguistics; lexicon
