The objective of the study was to determine the effectiveness of the use of production factors on farms of the Visegrad Group countries. The research covered farms participating in the European system for collecting accounting data from FADN (Farm Accountancy Data Network) farms. Under the main objective, an assessment was made of the productivity and profitability of land, labour and capital. The research period covered the years 2014-2017. Based on the analyses that was conducted, it was found that the most effective use of land resources was on farms in Hungary and Poland, and the least effective in Slovakia. Considering labour and capital productivity, the highest results were achieved by farms in the Czech Republic and Slovakia, while the lowest by Polish farms. On the other hand, Hungarian farms were characterized by the highest profitability of labour and return on assets, where the analysed indicators were higher than the EU average.
The aim of the study was to determine the level of financial independence of 81 small communes of Poland’s Lubelskie Voivodship (up to 5,000 inhabitants per commune) and to assess its significance for their financial stability. The following methods were used: literature analysis, ratio analysis and diagnostic survey. Financial data from 2017-2021 was adopted for the analysis. 69 heads of communes participated in the conducted survey. It was established that in the opinion of these leaders, income potential and financial independence are important factors affecting the financial stability of small communes, and their low level poses a threat to this stability. Three ratios were used to assess financial independence. The analyses showed that small communes were characterized by a low level of income independence and a high dependence on revenues transferred from the state budget, which is evident in the value of the expenditure independence ratio achieved.
The main purpose of the study was to assess the budget and financial balance, including financial stability and compare the situation of all communes and cities with county status, with particular emphasis on the situation of communes and cities with county status in the Lubelskie Voivodship. The choice of the Lubelskie Voivodship was deliberate and dictated by its low level of development expressed by a GDP per capita value significantly lower than the national average and much lower than the EU average (48% of the EU average) and poor financial potential. The time scope of the research was limited to 2018-2020, however, in 2020, current available data only covering Q3 was used. The main source of data was information obtained from the Ministry of Finance, Regional Audit Chamber and Local Data Bank GUS. An analysis and criticism of literature was carried out and selected research methods were used, including general methods, and quantitative methods of financial analysis (ratio analysis). The obtained results confirm that the situation of the budget balance and current balance of the surveyed units differs, while the value of the calculated ratios relating to financial balance, including financial stability, varied and these differences were revealed in the types of units and according to their number and location (all units of a given type – Poland or units of the Lubelskie Voivodship). Changes in the analysed values over time were also noted.
The main objective of the study was to assess the level of operating surplus (free funds in the balance sheet) of all LGUs in the Lubelskie province in the period 2014-2016. The study uses elements of financial analysis, including a descriptive method. Financial data came from the Bestia reporting system. It was found that the level of operating surplus increased in this period. In the audited period in Poland, the number of units that showed a surplus in the budget nearly doubled (in 2014 there were 1,358, while in 2016 – 2,245). The amount of surplus generated by local government units in the period 2014-2016 increased from over 3.6 billion PLN to nearly 8.7 billion PLN. In addition in the Lubelskie province decreased the number of local government units, which did not obtain an operating surplus, and its average level increased.
The aim of the study was to assess financial liquidity management in basic local government units of Eastern Poland. Aspects that were mostly considered include the awareness of the importance of financial liquidity among the chief accountants of the surveyed units, the occurrence of possible problems with the timely payment of liabilities and liquidity management instruments used. The research covered 210 local government units (100 rural municipalities, 100 urban-rural municipalities and 10 cities with district rights) from five voivodeships located in the Eastern Poland macroregion. The research methods that have been used include analysis of the subject literature and the method of the diagnostic survey using a questionnaire. The survey was conducted among chief accountants of the budget of selected local government units of the Eastern Poland macroregion. Based on the conducted surveys, it was found that the majority of managers of local government units noticed the importance of financial liquidity and in recent years did not notice problems with the timely payment of liabilities. Approximately 30% of respondents admitted to problems with financial liquidity. The main reason for the occurrence of disturbances in the timely payment of liabilities was achieving lower income and revenue than planned, as well as improper management. When analyzing applied liquidity management instruments, it was found that these were most often multi-annual financial forecasts and detailed schedules of income and expenses.
