This article explores the background, challenges and paradoxes of the NATO IT acquisitions, highlights the drivers of change in NATO procurement processes and procedures, and explains the underlying evolutionary nature of this change. It provides comparative analysis of acquisition models used by NATO and its agencies, emphasising the importance of agility and adaptiveness to changing circumstances.
Как определить НАТО, когда мы его сравниваем с Объединенными нациями и с Европейским союзом? Является ли НАТО «институцией действия» (ориентирован-ной на выполнение задач) или «институцией существования» (основанной на иден-тичности)? При попытке определить роль НАТО и причины для его существования в сравнении с Организацией объединенных наций (ООН) и с Европейским союзом (ЕС) и пытаясь ответить на вопрос, является ли НАТО основанной на идентичности или ориентированной на задачи организацией, стоит обратится к источникам и по-нять в первую очередь, когда и как эти три международные институции были учре-ждены и что является основным двигателем их процесса принятия решений. Когда? Создание ООН, ЕС и НАТООрганизация Объединенных Наций была учреждена 24 октября 1945 года, когда ее Устав был ратифицирован Китаем, Францией, Советским Союзом, Объединенным Королевством и Соединенными Штатами, а также большинством из первых пяти-десяти одной стран-членов. День Объединенных Наций отмечается 24 октября каж-дого года.Организация Северо-Атлантического Договора (НАТО) была основана в Ва-шингтоне, округ Колумбия, 4 апреля 1949 года. Договор, подписанный министрами иностранных дел Бельгии, Великобритании, Канады, Дании, Франции, Исландии, Италии, Нидерландов, Норвегии, Португалии и Соединенных Штатов, обеспечивал взаимную помощь в случае нападения на страну-члена союза. Кристины Барриос. ПУАН -это престижная девятимесячная программа, предназначенная конкретно для гражданских менеджеров НАТО среднего и верхнего уровня. Целью программы является установление и развитие во всех странах Альянса сети из гражданских администраторов международного уровня, отличающихся талантом и потенциалом. Программа расширяет их знания о НАТО, о его идентичности и основных ценностях, а также дает углубленное понимание быстро ме-няющегося мира. What defines NATO when it is compared to the United Nations and the European Union? Is NATO an "institution of doing" (task-oriented), or an "institution of being" (identity-based)? While trying to define the role and reasons for NATO's existence in comparison to the United Nations (UN) and European Union (EU) and trying to answer whether NATO is an identity-based or task-oriented institution, it is worthwhile to reach out to the sources and find out when and why these three international institutions were established in the first place and what is the primary driver of their decision making.
