water and landscape AGUA y TERRITORIO Regionalización y cambios territoriales en las Ciénegas de Jalisco-Michoacán, México (1990México ( -2015 Resumen -El objetivo del trabajo es abordar el ordenamiento administrativo de los años noventa que configuró en regiones el territorio de Jalisco y Michoacán, con el propósito de buscar mejores oportunidades de desarrollo y equilibrio económico. Aunado a procesos rurales, en polos urbanos se conforma una nueva política pública federal de decreto y conformación de zonas metropolitanas, impulsada en gran parte de México, como mecanismo de desarrollo que a la vez genere procesos económicos más equilibrados. La metodología utilizada en el estudio es un enfoque mixto, cuantitativo y cualitativo, a partir de métodos comparativo y deductivo, así como de técnicas de aplicación de encuestas, entrevistas, recorridos de campo, realización de mapas sobre los cambios locales de los recursos, entre otros. El estudio presenta cómo las regiones Ciénega de Chapala, de los estados de Jalisco y Michoacán, a casi dos décadas de su ordenamiento territorial, se han ligado a procesos de constitución de zonas metropolitanas que favorecen intereses económicos de grupos de poder regional, pero con implicaciones en la transformación de dinámicas territoriales y desiguales para los pueblos ribereños y agricultores tradicionales.Abstract -The objective of the work is to address the administrative system of the 1990s that you configured the territory of Jalisco and Michoacán regions to seek better opportunities for development and economic balance. In addition to the rural processes, is set in urban poles a new public policy federal decree and formation of metropolitan areas in much of Mexico, as a development mechanism that simultaneously generates more balanced economic processes in the country. The methodology used in the study has been mixed, quantitative and qualitative approach, comparative and deductive methods, as well as techniques of application of surveys, interviews, field tours, realization of local maps about local resources, among other changes. The study in the Ciénega de Chapala, in the States of Jalisco and Michoacán regions, almost two decades from its territorial configuration linked to processes of formation of metropolitan areas, but with implications in the transformation of the territorial dynamics and inequitable, even marginal results for traditional farmers and coastal peoples.
Mediante el método cualitativo se analiza cómo las organizaciones comunitarias para el riego y para el consumo humano del agua hacen frente a la problemática de la sustentabilidad de este recurso en la región Lerma-Chapala de Michoacán, México. Los resultados muestran, por un lado, que las organizaciones se basan en arreglos consuetudinarios, buscan la distribución equitativa del agua y tienen una función de control sobre esta en forma de autogestión, con recursos propios, capacidades, saberes y marcos institucionales comunitarios. Por otro lado, hay evidencias de desgaste y presión hacia estas formas de acción colectiva, debido a las dinámicas productivas del modelo económico imperante. Como conclusión se anotan los aportes de estas organizaciones para la sustentabilidad del agua en la región. </span></p></div></div></div>
En este artículo se exponen los resultados de una investigación sobre la gobernanza de los sistemas agroalimentarios locales. Se estudian dos sistemas productivos: la zarzamora (Rubus fruticosus) en el municipio de Los Reyes, Michoacán, México; y la mora (Rubus glaucus Benth) en el municipio de Pasto, Nariño, Colombia. La metodología aplicada tiene un enfoque cualitativo y está basada en recorridos de campo, entrevistas informales y semiestructuradas, así como en dinámicas grupales. Este enfoque fue complementado con fuentes bibliográficas y estadísticas. Ambos casos de estudio son críticos o de contraste porque se analizan modelos de gobernanza que muestran las contradicciones de la economía agroexportadora, como en el caso de Los Reyes, y de la campesina, en el caso de Pasto, en torno a un producto agrícola con alta demanda. La hipótesis de investigación es que la gobernanza de ambos sistemas se realiza de manera jerárquica, con el papel protagónico del mercado de exportación, en un caso, o de la gestión pública, en el otro. Sin embargo, en los intersticios de estos tipos de coordinación se mueven los actores que permiten observar la construcción incipiente de formas de gobernanza descentralizada y de sistemas agroalimentarios locales, con base en la apropiación de las tecnologías de cultivo, la transmisión del conocimiento y el arraigo territorial del producto. Se concluye que la investigación de estos modelos de gobernanza es de importancia para las políticas públicas de desarrollo territorial.
El objetivo de este trabajo es analizar los procesos de despojo de bienes naturales a partir de la apropiación y exclusividad de sus beneficios por parte inversionistas en el territorio, afectando a las comunidades ribereñas del lago de Chapala, México. Desde el enfoque cualitativo, se realizaron recorridos de campo, se aplicaron entrevistas semiestructuradas a actores locales y se consultaron fuentes oficiales para obtener información demográfica, concesiones de agua y actividades productivas. Los hallazgos muestran que el territorio ribereño ha sido transformado a partir del turismo, la industria inmobiliaria, el desarrollo urbano y la agroexportación, generando un mercado de tierras y agua en beneficio de los apropiadores, pero desplazando a las comunidades los efectos negativos de sus inversiones: sobreexplotación y contaminación del agua, reducción del lago y fraccionamiento del territorio, alterando con ello las condiciones de vida junto al lago, como resultado del despojo silencioso a las comunidades ribereñas.
A partir de la evaluación del impacto en el desarrollo urbano portuario que tendrá Mazatlán, ubicado en el litoral del Pacífico, a consecuencia de la apertura de la carretera transoceánica que lo conectará con Matamoros, en el Océano Atlántico, formando el Corredor Económico del Norte de México, se muestra la inviabilidad y el carácter utópico y especulativo del proyecto turístico Amaitlán. Garden City, Mazatlán, localizado en la Isla de la Piedra, que se promociona por una inmobiliaria privada como ciudad verde, sustentable, capaz de generar una motricidad económica regional que duplique el mercado de trabajo local en un plazo de cincuenta años. Las tierras comunales de propiedad ejidal de los pobladores de la Isla han entrado en un juego especulativo que a mediano plazo afectará su patrimonio y su hábitat, cayendo en una lógica de acumulación por desposesión. Bajo estas circunstancias se concluye que Mazatlán no cuenta con capacidades para la innovación socio institucional del territorio turístico, corroborándose en Amaitlán.
